Capital allocated to the right subjects, promoting efficiency
Since the implementation of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, Lang Son has issued many programs and plans for both the period and each year to innovate poverty reduction work, promoting the comprehensive strength of the entire political system in the poverty reduction effort. The specialized departments and branches of the province have actively and proactively advised the Provincial People's Committee to implement resolutions and specific programs, mechanisms and policies of the province to support poverty reduction work.
At the same time, a part of the budget is allocated to implement the contents of credit capital counterpart, infrastructure construction, implementation of special support policies, ensuring the use of mobilized capital for the right purposes and objects. Thereby, contributing to the good implementation of social security policies, improving the lives of a part of the poor households, people in especially difficult areas, safe zones, and border areas. Thanks to that, people's awareness and responsibility in poverty reduction work are raised, proactively striving to escape poverty.

After nearly 5 years of implementing the Program, Lang Son has supported residential land and housing for 53,116 households, provided production land for 13,387 households, ensured distributed domestic water for 479,358 households, invested in the construction of 809 centralized domestic water works and planned, arranged and stabilized the population for 25,056 households.
The poverty rate in the whole province has decreased sharply from 12.2% (in 2021) to 3.36% (by the end of 2024); near-poor households have decreased from 12.06% to 8%. On average, in the period of 2021 - 2024, each year the province has reduced 2.95% of poor households and 4.3% of multidimensional poor households.
According to Vice Chairman of the Provincial People's Committee Duong Van Huyen, the effective implementation of poverty reduction policies has created people's trust in the Party and the government, contributing to social stability and ensuring national defense and security. Inspection and supervision work has been carried out seriously, and any cases of errors discovered in the review of poor households have been promptly corrected and directed. Up to this point, 100% of poverty reduction policies have reached the right beneficiaries and have been effective.
There is still a high risk of falling back into poverty.
However, the path to sustainable poverty reduction in Lang Son still faces many challenges as the poverty reduction rate is uneven; indicators of basic social service shortages remain high. In particular, indicators of housing, hygienic toilets and employment are directly linked to people's income, the rate of near-poor households reduction is low (1.71%), with a high risk of falling back into poverty.
In addition, the use of preferential capital sources to support production development, job creation, and the replication of poverty reduction models... is not focused and has not yet fully promoted its effectiveness. Meanwhile, the awareness of many poor households is still limited, and they have not proactively developed production to escape poverty and become rich...

According to the assessment of the Ethnic Council of the Lang Son Provincial People's Council, the implementation of regulations, policies and guidelines of the Government and ministries and branches still faces some difficulties and obstacles. Specifically, the development investment capital for the implementation of Sub-project 1 and Project 4 on vocational education and sustainable employment development, although the resources are large, is limited in terms of subjects and implementation content, so implementation faces many difficulties. In addition, the disbursement rate of projects and sub-projects is very low because some activities have not been implemented, the beneficiaries are fewer than the allocated funds, and there are duplicate beneficiaries...
The human resources team implementing poverty reduction work at the grassroots level has basically changed and adjusted after the reorganization and rearrangement of the apparatus according to the 2-level local government model. The workload is large and many areas must be handled concurrently, so the approach and implementation of tasks at the grassroots level are confusing, and sometimes, the implementation is not timely...
Focus on supporting production capacity improvement
By 2025, Lang Son aims to reduce the number of poor households by 2-2.5%. The province is prioritizing investment in essential infrastructure, focusing on communes in the old poor districts of Van Quan and Binh Gia. In addition, it will support disadvantaged localities in accessing basic social services (employment, education, health care, housing, clean water and sanitation, information, environment, etc.) to build and replicate typical local poverty reduction models and projects.
The province strives to support 80% of people with working capacity and production development needs in poor households, near-poor households, and households that have just escaped poverty to improve production capacity in order to innovate production methods and techniques, ensure food security, meet nutritional needs, and increase income; strives to support poor and near-poor households with at least one member of working age to have a sustainable job.
In particular, the province will focus on training and improving the capacity of cadres from the province to the grassroots level in basic knowledge and skills in management, organization and implementation of poverty reduction programs, policies and projects...
