Falsifying medical records to profit from health insurance money

On September 29, 2025, the Economic Security Department of Ninh Binh Provincial Police summoned to verify and clarify the act of creating fake medical records to appropriate health insurance money for Do Van Thanh, born in 1950, residing in Xuan Hung commune; Tran Thi Mai Nga, born in 1971 and Truong Thi Thu, born in 1987, both residing in Xuan Truong commune, Ninh Binh province. The incident occurred at the Hanoi-Xuan Truong Friendship General Clinic, located in Xuan Truong commune, Ninh Binh province.

Previously, through the work of grasping the situation and area, the Economic Security Department discovered that the Hanoi - Xuan Truong Friendship General Clinic, chaired by Tran Thi Mai Nga as the Board of Directors and also the chief accountant, had signs of falsifying medical records to profit from health insurance money, so it reported to the Provincial Police Director for instructions, and at the same time proceeded to verify, investigate and clarify the case.

During the verification process, Ninh Binh Police Department had documents and records to determine: From January 2025 to the end of May 2025, Hanoi-Xuan Truong Friendship General Clinic created 1,314 fake medical records, corresponding to 1,314 examinations, appropriating more than 378 million VND from the Health Insurance Fund.

During the investigation, the subjects admitted their violations and voluntarily returned the misappropriated money. The Provincial Police Department of Economic Security is continuing to coordinate with relevant agencies to investigate and expand the case, to handle the subjects according to the law.

The investigation and strict handling of the case not only ensures the rule of law but also serves as a warning to medical facilities that commit fraud and take advantage of health insurance, causing loss of state health insurance money, affecting the operations of businesses and the reputation of hospitals and medical facilities.

This is one of the outstanding achievements of the Provincial Police Economic Security Department during the peak period of ensuring security and order to serve the 1st Ninh Binh Provincial Party Congress and the Central Public Security Party Congress, term 2025-2030.

In the coming time, the Economic Security Department and the Provincial Police will coordinate with relevant agencies to promote propaganda and raise awareness of law compliance among businesses, medical facilities, and people, while continuing to focus forces and professional measures to combat and strictly handle violations of the law in general and crimes of health insurance fraud in particular.
