On September 7, the Minister of Finance issued Circular 60/2023/TT-BTC regulating the collection rates, collection, payment, exemption, and management of fees for registration and license plate issuance for road motor vehicles.

1. What is a license plate number?
Identification number plate is a license plate issued and managed according to the vehicle owner's identification code; it is a license plate with symbols, license plate series, size of letters and numbers, and license plate color according to the provisions of Circular 24/2023/TT-BCA.
In there:
- For vehicle owners who are Vietnamese citizens, license plates are managed according to personal identification numbers.
- For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by a competent authority.
- For vehicle owners that are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.

2. How much is the fee for issuing new vehicle registration plates from October 22, 2023?
Specifically, from October 22, 2023, when an individual applies for a new license plate in the case where the vehicle owner has not been issued an identification license plate, he/she must pay the new license plate issuance fee according to the provisions of Circular 60/2023/TT-BTC, specifically as follows:

In particular, the areas specified in Circular 60/2023/TT-BTC are determined according to administrative boundaries, specifically as follows:
- Region I includes: Hanoi City, Ho Chi Minh City including all districts and counties under the city regardless of inner city or suburbs.

- Area III includes: Areas other than Area I and Area II as prescribed above.
Note:
- Organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the prescribed fee rates corresponding to that area.
In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual must pay the fee for granting registration certificates and license plates for vehicles as follows: Registration for granting certificates and license plates in area I applies the fee rate in area I; registration for granting certificates and license plates in areas II and III applies the fee rate in area II.
- For police cars and motorbikes used for security purposes registered in area I or registered at the Traffic Police Department, Ministry of Public Security, the fee rate in area I will apply.
- The value of a motorbike used as the basis for applying the fee for vehicle registration certificate and license plate is the price for calculating the registration fee at the time of registration.
Circular 60/2023/TT-BTC takes effect from October 22, 2023 and replaces Circular 229/2016/TT-BTC.
