The 7th Festival of Then singing and Tinh musical instruments of the Tay, Nung, and Thai ethnic groups

The festival is directed by the Ministry of Culture, Sports and Tourism, in coordination with the Central Propaganda Department, the Central Committee for Mass Mobilization, the Central Committee of the Vietnam Fatherland Front, the National Assembly's Ethnic Council, the Ethnic Committee, the Ministry of Information and Communications, the Ministry of Public Security, Vietnam Television, the Voice of Vietnam , Vietnam News Agency; People's Committees of provinces and cities participating in the festival and Hanoi City.

The implementing units are functional agencies under the Ministry of Culture, Sports and Tourism; Departments of Culture, Sports and Tourism, Departments of Culture and Sports of provinces and cities participating in the Festival; managers and researchers of art and culture, ethnic culture at agencies and units at the central and local levels.

The festival is an opportunity for artisans, actors, and Tay, Nung, and Thai ethnic groups to meet, exchange experiences, and raise awareness and consciousness in preserving and promoting the cultural and artistic values ​​of traditional Then singing and Tinh lute.

The festival is expected to take place from November 15 to 17, 2024 at the Vietnam National Village for Ethnic Culture and Tourism, Dong Mo, Son Tay, Hanoi, with the participation of artisans, artists, and actors who are Tay, Nung, and Thai ethnic groups living, studying, and working in 15 provinces and cities, including: Hanoi, Bac Giang, Lang Son, Thai Nguyen, Tuyen Quang, Bac Kan, Cao Bang, Ha Giang , Dien Bien, Lai Chau, Lao Cai, Son La, Dak Nong, Dak Lak, and Lam Dong.

During the 3 days of the Festival, there will be many unique cultural and artistic activities, including: Displaying and introducing traditional cultural products such as models, artifacts, images, musical instruments, costumes of ethnic minorities (Tay, Nung, Thai) typical of the locality; paintings, photos, books, handicrafts, brocade, house architecture to reflect the traditional art of Then singing and Tinh lute of the ethnic minorities; achievements in production, construction, national defense, socio-economic development, security - defense and building community cultural life; displaying and introducing local OCOP products produced by ethnic minorities; typical tourism products and destinations of the locality; performing and introducing processes, operations, materials, traditional tools for weaving brocade and making Tinh lute of the Tay, Nung, Thai ethnic groups.

There are also displays, processing and introductions of traditional ethnic cuisine of the Tay, Nung and Thai ethnic groups of the locality; performances and introductions of Then singing and Tinh lute art including singing and dancing in Then (ancient Then and new Then); Tinh lute concerts with other ethnic musical instruments.

In addition, there is a photo exhibition "Heritage of Then singing - Tinh lute art"; a documentary film screening about the Heritage of Then practice of the Tay, Nung, and Thai people in Vietnam, which has been recognized by UNESCO as a representative intangible cultural heritage of humanity.

Along with the Vietnam National Village for Ethnic Culture and Tourism, in the Hoan Kiem Lake area, there will be a special exhibition on "Then cultural heritage in the lives of the Tay, Nung, and Thai ethnic groups"; a photo exhibition "Then singing and Tinh lute art heritage" and other special activities.

The organization of the Then singing and Tinh lute art festival of the Tay, Nung and Thai ethnic groups is a meaningful activity, aiming to honor, preserve and promote the fine traditional cultural values ​​of the Tay, Nung and Thai ethnic groups in the unified and diverse culture of the community of 54 ethnic groups in Vietnam; creating conditions for localities to exchange, learn and share experiences, contributing to raising awareness and consciousness in preserving and maintaining national cultural identity, building and defending the Fatherland.

The festival is also one of the activities contributing to the building and development of Vietnamese culture and people to meet the requirements of sustainable national development according to Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Party Central Committee; Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo. At the same time, it contributes to raising the awareness and responsibility of all levels, sectors and all classes of people in the work of preserving and promoting national cultural identity.

The festival is an opportunity for artisans, actors, and ethnic Tay, Nung, and Thai people to meet, exchange experiences, raise awareness and consciousness in preserving and promoting the cultural and artistic values ​​of Then singing and Tinh traditional lute in the period of integration and development of the country. The festival is also an opportunity to preserve and promote the value of the Representative Intangible Cultural Heritage of Humanity on "Then practice of the Tay, Nung, and Thai people in Vietnam" which was recognized by UNESCO on December 12, 2019 at the 14th Session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage of Humanity 2003.

According to the Plan, the content of the Festival's activities must be organized solemnly, practically, effectively, economically, without ostentation or waste. At the same time, it must create a joyful, exciting, and safe atmosphere associated with political and cultural events of the country, the region, and the locality. It must ensure unity, science, and flexibility in the direction between the Ministry of Culture, Sports, and Tourism and the People's Committees of the provinces and cities participating in the Festival.

Programs participating in the Festival must be carefully prepared, with typical, suitable and highly artistic content, meeting the creative and enjoyment needs of the people, promoting the role of the cultural subjects of the Tay, Nung and Thai ethnic groups, ensuring the preservation and promotion of the artistic values ​​of Then singing and traditional Tinh instruments of the ethnic groups associated with modern factors.
