According to statistics from the authorities, the province has nearly 2 million plots of land and the land information data system is still limited, most of which are managed by traditional file methods. It is worth mentioning that about 80% of petitions, complaints and denunciations in the province are related to the land sector. One of the main reasons is that the verification of land use origin of households and organizations is inconsistent and not in accordance with regulations. This makes the authorities spend a lot of time looking up and searching, and it is easy to make unfortunate mistakes.
To overcome this situation, the province has been interested in digitizing land management for many years. Since 2021, the province has tested the VNPT iLIS and VBDLIS (Land Management Information System) software, then decided to choose the VNPT iLIS system for widespread deployment. This is a platform that meets the requirements of local land management well, allowing integration with other specialized databases as well as connection with the national land database.
From the beginning of 2025, the Department of Natural Resources and Environment (now the Department of Agriculture and Rural Development) will officially put this software into operation, serving the issuance of Land Use Right Certificates and managing changes throughout the province. The province is perfecting the mechanism for hiring IT services to ensure the continuity, modernity and synchronization of the system.
This is also the province's advantage in implementing Plan No. 515/KH-BCA-BNNMT (dated August 31, 2025) of the Ministry of Public Security and the Ministry of Agriculture and Environment "Implementing the Campaign to enrich and clean up the national land database" (from September 1 to November 30, 2025). This is an urgent task, because land data is currently scattered, unsynchronized, and in many cases, changes have not been updated, causing difficulties in management, exploitation and service to people and businesses.
To implement the Campaign, the Provincial People's Committee issued a plan, established a Steering Committee and a Provincial Working Group chaired by the Department of Agriculture and Environment, in coordination with the Provincial Police, Department of Science and Technology, Provincial Tax, Provincial Public Administration Service Center, Provincial Land Registration Office, and local People's Committees.
In line with the province's plan, on September 10, 2025, departments, branches and People's Committees of communes, wards and special zones of the province held a conference to disseminate and thoroughly understand the content and technical instructions of the Campaign.
The Department of Agriculture and Environment established a specialized working group and developed a detailed plan with the following implementation steps: Review and classify data into 3 groups (correct - sufficient - clean - alive; need to be adjusted; must be supplemented and synchronized); adjust the land database according to the 2-level local government model, and at the same time attach the land plot identification code to integrate with the national digital address and place name system; collect and synthesize actual data from the Provincial Land Registration Office, branches and certificate records over the periods, supplement data on CCCD to connect with the National Population Database; synchronize data according to technical standards (XML, GML) and prepare for a trial integration with the national system. These steps are urgently deployed according to the motto "do it to the point, clean it to the point", ensuring the 90-day schedule as required by the central government.
The timeline is as follows: By September 25, complete the review and make a list of the number of land users and property owners who have been granted Certificates in the land database but have not been authenticated by CCCD; by October 30, ensure that the number of land plot data authenticated with the National Population Database reaches over 95%; by November 15, create data for land plots not yet in the system; by November 30, end the Campaign and synchronize data to the central system.
Mr. Phan Thanh Nghi, Deputy Director of the Department of Agriculture and Environment, said: In order for the Campaign to be completed as planned, localities must step up propaganda so that people understand the meaning of the Campaign, and actively coordinate to provide necessary records and documents. Commune-level police coordinate with local authorities in collecting information, verifying identities and supporting people in the process of updating data. The implementation must be done seriously, ensuring quality and long-term effectiveness.
After the 90-day campaign, Quang Ninh aims to build a unified and synchronized land database, connected with the National Population Database and other digital platforms. This system not only serves state management, but also contributes to publicizing and transparent land information, reducing disputes and complaints, and facilitating the investment and business environment.
This is also an important step for the province to realize the goal in Project 06 of the Government on digital transformation and simplification of administrative procedures. When land data is "correct - sufficient - clean - alive", people can perform many procedures online, reducing time, costs, and increasing satisfaction.
