Expanding rights and benefits, attracting workers to participate in social insurance

Discussing in groups about the draft Law on Social Insurance (amended), Head of the National Assembly Delegation of Ha Tinh province Hoang Trung Dung suggested: It is necessary to specify the methods and procedures for paying social insurance; the corresponding rights and responsibilities of Vietnamese diplomatic and consular representative agencies abroad, and organizations sending workers abroad.

Continuing the program of the 6th Session of the 15th National Assembly, on the afternoon of November 2, the Ha Tinh National Assembly Delegation discussed in groups the draft Law on Social Insurance (amended) with the National Assembly Delegations of Cao Bang , Lam Dong, and Ca Mau provinces.

After more than 7 years of implementation, the Law on Social Insurance has come into life, demonstrating the correctness of insurance policies and regimes, meeting the aspirations of workers, ensuring social security and international integration.

However, the Law on Social Insurance promulgated in 2014 revealed a number of shortcomings and limitations such as: Coverage of participants and beneficiaries is still low; compliance with social insurance laws is not high; slow and evasive payment of social insurance still occurs in many enterprises and localities; voluntary social insurance policies are not attractive; some regulations are not suitable to reality.

Therefore, delegates said it is necessary to amend the Law on Social Insurance to overcome limitations and shortcomings, ensure social security, expand rights and benefits, attract workers to participate in social insurance; perfect state management regulations and a professional, modern, and effective implementation organization system, demonstrating the superiority of our State regime.

Delegate Doan Thi Le An (National Assembly Delegation of Cao Bang province) spoke in the discussion.

Delegates focused on discussing the scope of regulation; subjects participating in compulsory social insurance and voluntary social insurance; social pension benefits and conditions for receiving social pension benefits; regimes for employees who are not eligible for pensions and have not reached the age of receiving social pension benefits; bases for paying compulsory social insurance and voluntary social insurance; handling violations of late payment and evasion of compulsory social insurance payment; one-time withdrawal of social insurance; social insurance management costs.

Delegate Nguyen Van Hien - Director of the Institute of Legislative Studies (National Assembly Delegation of Lam Dong province) spoke at the discussion.

Delegates proposed to study and arrange chapters and articles to ensure they are reasonable, tight and logical; supplement the rights, responsibilities and sanctions of agencies, organizations and individuals in managing and handling subjects who evade or delay paying insurance; and reduce the number of years of social insurance payment in cases of reduced working capacity from 20 years to 15 years.

Specify the method of calculating social insurance management costs; assess the impact of applying the maternity leave regime; prescribe the agency responsible for state management of revenue, expenditure, preservation, development and balancing of the Social Insurance Fund; prescribe planning, forecasting, and the right to decide on investment of the Social Insurance Fund.

Deputy Head of the National Assembly Delegation of Ha Tinh Province Tran Dinh Gia: It is necessary to review the conditions for receiving pension benefits to ensure transparency, clarity, avoid policy conflicts, and ensure state budget resources.

Strengthening propaganda work to raise awareness about the meaning and importance of contributing and accumulating for retirement benefits in the context of Vietnam's rapidly aging population.
