Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
Resolution 72 comprehensively addresses the comprehensive factors to protect and care for people's health such as: physical health care; mental health; longevity; quality of life; equitable access at the most basic level (for the rights of the poor and vulnerable); disease prevention and preventive medicine ; digital transformation; innovation in management thinking and mobilization of investment resources associated with the responsibilities of relevant agencies).
According to the Resolution, people will have access to quality health services, aiming for comprehensive health care. From 2026, people will have free periodic health check-ups or screenings at least once a year, and will have an electronic health record to manage their health over their life cycle, gradually reducing the burden of medical costs. By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap.
On September 17, Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management ( Ministry of Health ) said that to achieve the above goal, the Ministry of Health has been urgently implementing life-cycle health management solutions, gradually reducing the burden of medical costs. The Ministry of Health is developing a project to submit to the Government for promulgation of an action plan, which clearly stipulates the content and list of necessary tests and paraclinical tests.

The goal is to design an effective health check-up package, maximizing costs without waste, while creating conditions for everyone to have the opportunity to have regular health check-ups. The estimated cost of the health check-up package is about 300,000 VND/person/year.
"Vietnam's population is about 100 million people. The estimated cost of a periodic health check-up package is 300,000 VND/person/year, with a total cost of about 30,000 billion VND. Of which, the State budget will spend about 25,000 billion VND, the rest will be paid by employers for about 16 million workers and socialized sources," said Mr. Duc.
According to Mr. Duc, Resolution No. 72-NQ/TW shifts the focus from "treatment" to "disease prevention," taking preventive medicine and grassroots health care as the foundation, helping people access quality health services and comprehensive health management right at commune-level health stations. To improve the quality of medical examination and treatment, the Ministry of Health will make synchronous investments in human resources, facilities and equipment for grassroots health care.
The Ministry of Health will implement breakthrough solutions on human resources, prioritizing arrangement, mobilization and creating outstanding mechanisms and policies, especially in remote, border and island areas. In the period of 2025-2030, each year localities will rotate at least 1,000 doctors to commune health stations, supplementing regular doctors so that by 2027 each station will have 4-5 doctors and by 2030, they will meet the assigned functions and tasks./.
