This afternoon, August 6, Vice Chairman of the Quang Tri Provincial People's Committee Le Duc Tien inspected a number of items in the Central Coastal Urban Development Project towards green growth and climate change response in Dong Ha City. The Central Coastal Urban Development Project towards green growth and climate change response in Dong Ha City was approved by the Provincial People's Committee in Decision No. 2469/QD-UBND dated October 27, 2023. Dong Ha City People's Committee is the project investor with the implementation period from 2024 - 2027. Dong Ha City People's Committee approved the survey and construction drawing design task in Decision No. 152/QD-UBND dated January 26, 2024.

It is expected that by September 2024, the City People's Committee will complete the approval of the construction design documents to be implemented after the project's basic design; by the end of 2024, the signing of the first construction contract with 2 items will be completed: "Construction and installation of renovation works for low-income areas LIA - Traffic items" and "Construction and installation of embankment works on the West bank of Thach Han River and the North bank of Vinh Phuoc River".

During the inspection, the investor pointed out a number of difficulties and problems they are facing, such as: At the drainage route from Le Thanh Tong Street to Khe San Bridge (National Highway 9), according to the city's general planning, the drainage ditch cross-section is 28-30 m wide, with an open drainage channel plan.

However, with a large terrain slope, when building an open drainage channel, in the dry season the channel will have no water, a lot of waste will affect the urban beauty and living environment, in the rainy season it will cause a risk of insecurity. When the investment is complete, it is necessary to invest in a sewer system to collect wastewater on both sides, plant trees, and build an operating route, which will increase the investment cost.

In addition, the large area of ​​land occupied increases the cost of site clearance, exceeding the project's balance; affecting people's lives due to the need to demolish many houses, in some cases there is the possibility of having to arrange resettlement.

At the drainage line of Nguyen Bieu Street, according to the City's General Planning, the drainage culvert is connected to the drainage channel north of Nguyen Bieu Street, currently 33 m wide, which has not been invested in construction, and is located about 20 m away from the current earthen canal. Therefore, the box culvert of Nguyen Bieu Street cannot drain into the drainage channel according to the planning.

Regarding the drainage route downstream of Trung Chi Lake, according to the city's general planning, the canal has a width of 21 m. However, the investment in building a drainage canal according to the planned cross-section is not suitable because the residential areas and infrastructure downstream have not been invested according to the planning, so the expansion of this canal section does not increase the drainage capacity, greatly affecting the site clearance, many households have to move, exceeding the total investment of the project...

Through field inspection and listening to reports from investors, Vice Chairman of the Provincial People's Committee Le Duc Tien requested investors and related units to continue to coordinate with the Department of Construction to research, review, synthesize, and report on difficulties and problems, and at the same time propose solutions in writing to the Provincial People's Committee so that provincial leaders have a basis for research and consideration to resolve.

The rainy season is approaching, so Dong Ha City needs to study, overcome and handle the shortcomings and limitations in the project implementation process to ensure good drainage and absolute safety for the people.

Dong Ha City Party Secretary Le Quang Chien also reminded relevant units to focus on reviewing difficulties and problems to submit to the Provincial People's Committee for timely handling. During the project implementation process, it must be consistent with the city's general planning.

At the same time, we hope that relevant departments and branches will actively support and coordinate with the city to carry out projects on schedule, in order to make the most of allocated capital.
