Nguyen Van Luong Secondary School has just announced to all parents that the school will not collect 4 fees in the 2025-2026 school year, including the operating expenses of the Parents' Representative Committee (parent fund).
In addition, the school does not collect funds to purchase facilities for classes and schools; does not collect funds to care for staff, teachers, and employees; and does not collect sponsorship funds.
In the 2025-2026 school year, the school will have 2,100 students and 112 administrators, teachers, and staff. Since 2018, at the beginning of each school year, the school has sent notices to all parents, affirming that it will not collect fees from parents or solicit sponsorship.
Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School, emphasized that all information related to revenue and expenditure activities is approved by the school principal and notified to parents through homeroom teachers.
“Currently, there are some parents who claim to be on behalf of the school to organize money collection campaigns and post information on parent groups to collect money, which is wrong. Parents need to be more vigilant,” Mr. Cuong warned.
Mr. Cuong said that although the school does not collect fees from parents or solicit sponsorship, educational and training activities for students are still fully organized, even very diverse. Students can participate in movement activities, practice skills with experts, artists, etc., contributing to improving the quality of comprehensive education.
According to Mr. Dinh Phu Cuong, in order to not collect any fees from parents, not solicit sponsorship but still ensure educational activities and equip modern, spacious facilities, that depends a lot on the role of the principal.
School principals need to proactively sit down and calculate and balance the school's legal sources of income, especially the budget allocated for educational activities.
According to Mr. Cuong, after paying salaries to staff, teachers and employees, the budget still has about 10-15% left over to serve educational activities. This budget source is used by the school to organize learning and training programs for students.
In addition, principals also need to calculate from other legal sources of income, such as activities in the school program, to allocate resources to organize activities for students and reinvest in classroom and school facilities.
"It is important to develop internal spending regulations that clearly demonstrate these contents, ensuring consensus among staff, teachers, and employees, while being open and transparent," Mr. Cuong emphasized.
The principal also needs to convince the parent representatives of each class to agree with the school's "no collection" viewpoint. Mobilizing parents to support the class and school, if any, should be done on the basis of utilizing available resources of parents, without coercion or creating financial pressure.
Principal Dinh Phu Cuong said that among the school's parents, there are many who are doctors, police officers, lawyers, and even music show organizers. The school has proactively discussed with the parent representative committee to take advantage of this resource, in order to mobilize support from parents in organizing diverse educational activities for students.
