Thanks to the digitization of civil status data and the application of IT, procedures such as birth, death, and marriage registration are processed quickly, with the online registration rate reaching over 90%. Mr. Nguyen Thanh Tuan, Deputy Director of the Center, said: The application is only submitted once, so people receive results sooner and more accurately.
Not only at the grassroots level, many supporting and administrative judicial activities have been effectively implemented. At the provincial level, the notary field has achieved clear results. The Department has advised the Provincial People's Committee to issue regulations on criteria for reviewing applications for the establishment of Notary Offices, a Project to strengthen the management of notary activities in the province for the period 2023-2025, and to build a Provincial Notary Database... In the past 3 years, the Department has trained nearly 600 notaries and staff of notary organizations. Currently, Quang Ninh has 30 notary organizations with 71 notaries and 143 professional staff. Notary activities are increasingly professional, contributing to risk prevention and ensuring transaction safety.
In the field of law, Quang Ninh currently has 46 practicing organizations, 26 branches, 22 transaction offices with 154 lawyers. Property auction activities have made new progress with 7 practicing organizations, 8 branches, 3 representative offices. The Department of Justice posted information on the website and sent it to the Ministry of Justice for public disclosure on the National Property Auction Portal; inspected the organization and implementation activities regularly, in accordance with regulations. In 2020, the Department of Justice advised the Provincial People's Committee to issue a Directive to strengthen state management of property auctions, overcoming difficulties for participating individuals and organizations.
Forensic expertise plays an important and indispensable role in litigation and non-litigation activities, contributing to the fight against crime, ensuring legal corridors and social order. Currently, there are 2 public appraisal organizations, 5 case-based organizations, with 30 appraisers in criminal techniques, forensics, environmental resources; 59 case-based appraisers in the fields of: Finance, forestry, agriculture, culture, tourism, environmental resources, fire and explosion. Every year, the Department organizes training and professional development for the appraisal team, and publicizes the list of individuals and organizations on the electronic information portal according to regulations.
The bailiff system is also of interest with 7 offices in 6 localities, performing well the service, making records, verifying conditions for execution of judgments, contributing to reducing the burden on the civil judgment enforcement system. Civil status work associated with digital transformation is a bright spot. More than 1 million civil status records before November 2, 2016 have been digitized.
Procedures for birth, marriage, and death registration are integrated online, interconnected, saving time and costs. At the commune and ward levels, accurate searches and transcripts are provided. Procedures on nationality and adoption are implemented promptly, synchronously, and closely following the direction of the Ministry of Justice; stateless people are screened, guided, and recorded in the birth register. Adoption work complies with the Law and the Hague Convention, screening children in need of replacement families, training judicial and civil status officials, and ensuring children's rights.
The work of state compensation and registration of security measures has achieved many results. Coordination regulations have been issued; nearly 100 officers have been trained, the focal point for handling records has been strengthened, and local authorities have been supported to resolve issues within their authority. The registration of mortgages on land use rights and assets attached to land has been regularly checked, limiting errors and ensuring transparency. Free legal aid has also been given attention with training courses and mobile assistance trips to communes and wards; improving the prevention and resolution of disputes, while supporting localities in applying legal regulations in a consistent manner.
To achieve the above results, the unit always innovates management, attaches importance to ideological work, builds a united and disciplined collective, and links responsibility with efficiency. Inspection and professional guidance work is maintained regularly, ensuring consistency from the province to the grassroots. In particular, applying IT, digitizing records, and connecting data create a breakthrough in judicial administrative reform.
