During a recent field inspection, the working delegation of the Provincial People's Committee noted that many projects are facing difficulties in site clearance work.
For example, at Component Project 3, part of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1. This is one of two national key projects running through the province. Information from the project investor, although the main route has basically completed site clearance, there are still local points that have not been thoroughly handled, especially at the branch routes and slopes.

Another project facing similar obstacles is the Ea Tam Irrigation Reservoir Project, which affects about 750 households. Mr. Nguyen Quoc Dong, Acting Director of the Dak Lak Province Civil and Industrial Construction Investment Project Management Board (Board B), said that the project is still stuck with 111 plots of land with specific prices but no compensation plan has been approved, and the remaining 30 plots of land have no land price. In addition, on the plots of land of affected households, there are crops that are not included in the compensation and support list in Decision No. 25/2025/QD-UBND dated May 25, 2025 of the Provincial People's Committee, leading to people not agreeing with the publicized plans. On the other hand, during the process of making plans according to the 2024 Land Law, effective from August 1, 2024, structures built on agricultural land were not compensated or supported, leading to households not agreeing with the made plan.
Similarly, for the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, there is currently a problem of more than 100 meters at the beginning of the route through Cuor Dang commune. Specifically, there are 4 households whose compensation and site clearance support plans have not been approved. In addition, some households have had their plans approved, but due to shortcomings in the inventory and declaration of assets, they have not agreed to hand over the site.
Faced with these challenges, investors and local authorities are making efforts to find solutions. Mr. Nguyen Tai Minh, Deputy Director of the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development Agriculture (Board A) said that the investor of Component Project 3 has proactively sent staff to work directly with the People's Committees of Vu Bon, Tan Tien, Ea Knuec, Krong Pac communes and related units to focus on resolving problems in each locality. For households in Vu Bon commune, the work of drawing lots to select resettlement land has been organized. Regarding construction work, by early September 2025, the total value of construction packages of Component Project 3 has reached 68.9% of the contract value, exceeding the plan by 0.55%.

For the Ea Tam Irrigation Reservoir Project and a number of other projects invested by Board B, the board's leaders have recommended that the province direct the wards and communes where the project passes through to urgently balance the budget, proactively appraise and approve specific land prices as a basis for the preparation and approval of compensation and support plans for land acquisition and clearance. Shortening the time to process administrative procedures related to land acquisition and clearance is also a key solution to speed up progress.
At the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, the local government and relevant units also identified propaganda and mobilization as a fundamental solution to create consensus. However, in cases of deliberate procrastination and meeting the legal requirements, the locality will resolutely implement coercive measures to ensure the overall progress of the project.
At a recent field inspection of works and projects in the province, Chairman of the Provincial People's Committee Ta Anh Tuan requested to enhance the role of local authorities and organizations in site clearance work. Strengthening propaganda, mobilization and thoroughly explaining compensation policies will create trust and consensus, helping site clearance work to take place more smoothly and effectively. At the same time, investors are required to strengthen inspection, supervision and urge contractors to immediately concentrate resources to speed up construction when there is a site, avoiding delays that affect the overall progress of the project.
