Minister Pham Thi Thanh Tra summarized that this is a special conference as it is the first time it is held directly after the merger of the Department of Labor - Invalids and Social Affairs and the Ministry of Home Affairs from March 1; after the 2-level local government has been in operation for nearly 1 month and preparing to celebrate the 80th anniversary of the Ministry of Home Affairs' traditional day (August 28, 1945 - August 28, 2025).
"This is also the first time in the special space of the Home Affairs sector that we have welcomed the directors of the Department of Home Affairs of the provinces and cities after the merger," said the Minister.
According to the Minister, the entire political system and our people have overcome all challenges and disadvantages to create a strong transformation, with outstanding achievements in all fields.

More than that, it is a revolution to streamline the organizational apparatus, arrange administrative units at all levels and build a 2-level local government model with strategic vision, breakthrough thinking, and a philosophy of rapid and sustainable development with the motto "Synchronous, all-people, comprehensive, thorough, fast, bold, effective...".

Complete a massive amount of work
The most notable mark mentioned by the Minister is the completion of a huge amount of work, advising the Politburo, the Central Executive Committee, the Government, and the Prime Minister on policies and institutions as a legal basis for implementation.
Next, the Home Affairs sector has advised on the implementation of reorganizing the apparatus and state administrative system from the central to local levels, focusing on reducing the number of focal points of ministries, ministerial-level agencies, government agencies and specialized agencies of People's Committees at all levels in localities.
Minister Pham Thi Thanh Tra emphasized that the results achieved in the advisory work, the completion of the arrangement of administrative units at all levels and the construction of a two-level local government with the goal of being close to the people, serving the people better, have basically come into stable operation, initially meeting the requirements.

In the first 6 months of 2025, the Ministry of Home Affairs identified the work of building and perfecting institutions and policies as a key, core, and consistent task in state management.
In general, the work of building and perfecting institutions has had many positive changes, innovations contributing to perfecting the system of legal documents, establishing a solid legal basis for implementing innovation in the organization and operation of the Government and local authorities at two levels.
Implementing Resolution 18-NQ/TW, the Ministry of Home Affairs has advised the Government to issue a series of directive documents to streamline the apparatus, rearrange professional agencies at all levels and organize the operation of the 2-level local government model.
Regarding the streamlining of staff, up to now, 85,447 people have been decided to quit their jobs, of which more than 77,000 have retired or quit their jobs. More than 74,000 people have submitted or have been approved for financial support.
The Home Affairs sector also made its mark in institutional building by submitting to the Politburo, the Secretariat, the National Assembly and the Government to issue more than 100 legal documents, including laws, resolutions, decrees and circulars. Notably, the Law on Cadres and Civil Servants 2025 was passed, laying the foundation for managing civil servants according to job positions and attracting high-quality human resources.
