Impact of storm No. 10: Localities rush to overcome consequences

Storm No. 10 caused heavy rain, flash floods and landslides, causing heavy damage to many provinces in the North and North Central regions, affecting thousands of households. Prolonged heavy rains caused by storm No. 10 have submerged many communes, wards and highland border communes of Tuyen Quang province. Landslides, flooding, and traffic disruptions occurred on a large scale, severely affecting thousands of households, and many people had to be urgently evacuated. In the fierce battle against natural disasters, four core forces: the Provincial Police, the Provincial Military Command, the Tuyen Quang Provincial Border Guard Command and the National Defense Economic Group 313 (Military Region 2) worked through the night, working hard with the people to overcome the consequences. In Lung Cu commune, Lung Cu Border Guard Station mobilized 50 officers and soldiers with sniffer dogs to brave the rain and wind to search for 4 missing victims. In the villages along the river, the border guards urgently evacuated people from areas at risk of landslides, provided food, medicine, and moved people and belongings to safe places...

Immediately upon receiving the news that many villages and hamlets in Thanh Thuy commune, Tuyen Quang province, were deeply flooded, the Party Committee and Command of the 313th National Defense Economic Group mobilized all officers, employees and support vehicles to urgently go to the grassroots. Colonel Nong Thanh Dau, Political Commissar of the 313th National Defense Economic Group, along with officers and soldiers, coordinated with the local authorities, mobilized forces to Suoi Suu village, quickly evacuated people, transported household items and valuable material assets to a safe place...

In Lao Cai province, the rain has stopped but the consequences of storm No. 10 are still very severe. Many traffic routes continue to be eroded and cut off. The search for missing victims is still being urgently deployed. Assessment of the risk of landslides after the storm continues, and at the same time, to respond to storm No. 11 about to make landfall, localities in Lao Cai province continue to evacuate and support people from areas at risk of landslides and access isolated areas to help people quickly stabilize their lives.

Due to heavy rain causing flash floods and serious landslides, the traffic route to It Noc village, Van Ban commune was cut off at many points, completely isolating more than 120 households. Ms. Nguyen Thi Thu, Chairwoman of the Vietnam Fatherland Front Committee of Van Ban commune, Lao Cai, said that the Van Ban commune government and functional forces urgently transported food and essential necessities to promptly support isolated households. The Steering Committee for Natural Disaster Prevention and Search and Rescue of Duong Quy commune has established 4 special working groups to approach, support, and directly inspect 5 villages isolated due to the impact of natural disasters in recent days, including: Tham Con, Tun Tren, Tun Duoi, Nam Mien and Nam Hoc villages...

Meanwhile, in the delta provinces, prevention and response work is also urgently carried out. The Chairman of the People's Committee of Thanh Hoa province requested units to urgently mobilize forces, arrange sufficient resources from local budget reserves and other legal capital sources to focus on completing the repair and restoration of educational and medical facilities that were damaged by recent storms and floods, absolutely not allowing students to lack schools, classes, books and learning materials, and people to lack places to see a doctor when they are sick.

The relevant departments coordinate and proactively regulate to ensure adequate supply of food, necessities, materials, equipment, and essential construction materials for home repairs (especially bricks, tiles, roofing sheets, corrugated iron, steel, etc.) as well as manage and control prices, prevent and strictly handle acts of unreasonable price speculation and taking advantage of natural disasters for profit.

Director of the Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said that in the complicated situation of storms and floods, the river water level has risen, localities have been proactive and made efforts to protect natural disaster prevention and control works, protect people's property, and minimize damage caused by storms. However, in the coming days, storms and floods will still be complicated, local authorities and people need to be more vigilant, not be subjective, and proactively respond to all unexpected situations.

Mr. Nguyen Xuan Dai suggested that localities increase patrols, prepare adequate human resources, materials, and means, promptly handle incidents and natural disasters from the first hour; continue to mobilize people and mobilize machinery to urgently harvest rice according to the motto "green house is better than old field"; prioritize harvesting low-lying areas at risk of deep flooding... at the same time, mobilize the entire political system to support people to urgently harvest rice and protect agricultural production areas.

At the same time, the Department of Insurance Management and Supervision (Ministry of Finance) said that as of October 2, according to reports from 32 non-life insurance companies and 19 life insurance companies, the total amount of damage caused by storm No. 10 had reached more than 357 billion VND with thousands of cases in both life and non-life insurance sectors.

Businesses are still recording loss reports. Although access to the scene is difficult, insurance companies have immediately sent staff down to speed up the process of appraisal, damage determination, loss assessment, advance payment, compensation... to ensure compensation is quick, complete, and in accordance with regulations; promptly supporting organizations and individuals affected by storm damage to soon stabilize their lives and production and business.
