On the morning of September 16, at the Lam Dong Provincial Administrative Center, the School of Inspectorate Cadres ( Government Inspectorate ) and Lam Dong Provincial Inspectorate jointly organized the scientific workshop "Organizing and operating two-level local government in conjunction with inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity at the local level - Practices and issues raised".

The workshop was attended and chaired by comrades: Nguyen Van Luong, Principal of the School of Inspectors; Ngo Kiem, Chief Inspector of Lam Dong province; leaders of the Inspectorate of Khanh Hoa province, Ho Chi Minh City; representatives of departments, branches, and localities in the province; scientists , experts, and officers directly involved in inspection work, receiving citizens, and handling complaints and denunciations.

In his opening speech, the leader of the Inspectorate Cadre School emphasized that the implementation of the 2-level local government model according to Resolution 268/NQ-CP dated August 31, 2025 of the Government has created an important shift in the organization and operation of the state administrative apparatus.
After more than 2 months of implementation, the two-level government has basically operated smoothly, achieving many positive results, but there are still difficulties and problems that need to be resolved, especially in the fields of inspection, citizen reception, complaint and denunciation settlement, and corruption prevention and control.

This workshop aims to evaluate the implementation in some localities, listen to the presentations, analyze the advantages and difficulties. At the same time, propose feasible solutions to improve the operational efficiency of the two-level local government.

At the workshop, delegates focused on discussing contents such as: Practical inspection work, citizen reception, complaint and denunciation settlement, and prevention and combat of corruption, waste, and negativity in the operation of two-level local governments in recent times in Lam Dong, Ho Chi Minh City, and Khanh Hoa.
Delegates also discussed issues such as: Citizen reception work after the apparatus rearrangement; the need for training and fostering commune-level officials to do citizen reception work; practical experience at the grassroots level and applying digital transformation in inspection activities; building a digital transformation model in inspection work, citizen reception, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity when operating the two-level government.

Concluding the workshop, the leaders of the Inspectorate Cadre School highly appreciated the results achieved. Specifically, the apparatus was streamlined, stable, with clear functions and responsibilities; strong direction from the Party Committee and government; application of digital technology helped save time, human resources, and increase transparency.
In particular, in Lam Dong, the largest locality in the country, concentrating resources on the Provincial Inspectorate has improved the quality of control and handling of complicated cases.

However, many difficulties are still pointed out such as: Human resources increased but quality is not uniform, facilities are still limited, large workload, many backlog cases related to land and compensation; inadequacies in inspection and asset verification plans; geographical difficulties...

To overcome this, the Workshop proposed solutions on: Perfecting the law on complaints, denunciations, citizen reception, and anti-corruption; enhancing training and skills development for inspection officers; promoting the application of digital technology in receiving and processing petitions; promoting the responsibility of leaders, especially Chairmen of People's Committees at all levels, in receiving citizens and handling corruption.

The Inspectorate Cadre School will synthesize recommendations and advise relevant agencies. At the same time, it will complete the training program for civil servants from 2026. The workshop also affirmed the determination to build a two-level government that operates effectively, transparently, and serves the people better and better.
