Healthcare sector improves efficiency from streamlined arrangement

Implementing the two-level local government model, the provincial health sector has rearranged and reorganized the organizational system in a streamlined, efficient and effective manner, well meeting the health care needs of the people.

Associate Professor, Doctor, Doctor Tran Quang Hien - Director of the Department of Health said: After the merger, the provincial health sector has reduced 12 focal points. The Department of Health has 7 specialized departments and equivalent, 2 branches, 46 public service units and 298 health stations; 116 civil servants, 12,159 employees and labor contracts.

Of the 46 public service units, 5 were established on the basis of mergers; 41 were established on the basis of reorganization, including: 13 provincial general and specialized hospitals; 2 provincial units; 26 medical centers. Regarding health stations, 298 health stations and 4 regional general clinics belonging to 26 health centers (TTYT) were maintained, only the administrative boundaries in the names were removed.

Maintaining the current system stability does not interrupt the provision of local health services, nor does it affect the activities of serving the essential needs of local people. Over the past time, medical facilities from the province to the grassroots have continuously improved the quality of medical examination and treatment, meeting the needs of treatment, care, protection and improvement of people's health... Along with strengthening professional and technical guidance, the health sector ensures adequate supply of medicines, equipment, medical supplies and maintains health insurance examination and treatment contracts at commune and ward health stations. Thereby ensuring the effectiveness and efficiency of the operations of frontline medical facilities; at the same time, not interrupting the provision of health care services to people in new communes and wards after the arrangement.

In recent years, many new epidemics have emerged, especially the COVID-19 epidemic, which has affected all aspects of economic and social life. Currently, the Chikungunya epidemic situation is still complicated. Therefore, strengthening the grassroots health system is necessary and needs to be implemented immediately, in which the task of improving the operational capacity of medical stations is very important.

According to the Department of Health, in the coming time, it is expected that health centers will be organized into regional health centers to perform inter-commune and ward health tasks. Regional health centers will be responsible for managing many commune and ward health stations, contributing to streamlining the organization and improving service efficiency. Regarding health stations, it is expected that 102 health stations will be established in communes, wards and special zones. Of which, 1 central health station will be selected as a health station for communes, wards and special zones, the remaining health stations will be organized into point health stations, contributing to streamlining the organization and improving service efficiency.

The newly established Health Station is a public service unit under the People's Committee of the commune, ward, and special zone. Regarding functions and tasks, they will temporarily be implemented according to Circular No. 33/2015/TT-BYT of the Ministry of Health guiding the functions and tasks of health stations of communes, wards, and towns until a new circular of the Ministry of Health is issued. Regarding human resources, the Department of Health assigns the Health Center to review, report, and propose to competent authorities to consider transferring from other places to meet the requirements of the task. Regarding facilities and equipment for the new health station, based on the scale of operation and population size, the Health Center is assigned to propose to the People's Committee of the commune, ward, and special zone to arrange them to meet the conditions for being licensed to operate as a medical examination and treatment facility, ensuring the task of providing primary health care for the people continuously and without interruption. Priority is given to investing in adequate specialized equipment and machinery for Health Stations with sufficient operating personnel and many patients.

The Department of Health recommends that the Ministry of Health turn Phu Quoc Medical Center and Hospital into a comprehensive satellite hospital of Cho Ray Hospital. It is recommended that Kien Giang, An Giang and Chau Doc General Hospitals be included in the planning network to collect, screen and use blood. At the same time, it is allowed to deploy a hematology center to perform treatment and support functions. The Department of Health recommends that a circular be soon issued to guide the functions, tasks and organizational structure of commune, ward and special zone health stations; update the software of the medical examination and treatment practice management system...

The arrangement and improvement of medical facilities ensure effective, unified and synchronous operation according to the 2-level local government model to effectively perform the task of caring for and protecting people's health.
