On May 23, the National Assembly entered the second working day of the 5th Session.
Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, presented a Report on practicing thrift and combating waste in 2022.
Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the Verification Report on thrift practice and waste prevention in 2022.
Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Law Hoang Thanh Tung presented the Report on the proposed Law and Ordinance Building Program for 2024, and adjustments to the Law and Ordinance Building Program for 2023.
After that, the National Assembly discussed in the hall the draft Law and Ordinance Building Program for 2024 and adjustments to the Law and Ordinance Building Program for 2023.
In the afternoon, Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Report on assigning the list and capital level for tasks and projects under the Socio-Economic Recovery and Development Program; assigning, adjusting and supplementing the medium-term public investment plan of central budget capital for the period 2021-2025 and allocating the central budget capital investment plan in 2023 of the national target program .

Afterwards, the National Assembly discussed in the hall a number of contents with different opinions in the draft Law on Prices (amended).
The presenting agency and the agency in charge of the review coordinated to explain and clarify a number of issues raised by National Assembly deputies.
Submit to the National Assembly for comments on the Road Law and the Law on Road Traffic Order and Safety in October 2023
According to the draft Resolution on the 2024 Law and Ordinance Making Program, adjusting the 2023 Law and Ordinance Making Program, it is expected that the 2023 Law and Ordinance Making Program will be adjusted as follows: Adding to the 2023 Law and Ordinance Making Program:
(1) Submit to the National Assembly for comments at the 5th Session (May 2023) , and approve at the 6th Session (October 2023) the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level;
(2) Submit to the National Assembly for comments at the 6th Session (October 2023) the following projects: Law on National Defense Industry, Security and Industrial Mobilization; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Amending and Supplementing a Number of Articles of the Law on Property Auction; Law on Roads; Law on Road Traffic Order and Safety;
(3) Submit to the National Assembly Standing Committee for comments and approval of the draft Ordinance on Litigation Costs.
The expected Law and Ordinance Building Program for 2024 is as follows:
- At the 7th Session (May 2024):
(1) Submit to the National Assembly for approval 9 laws and 1 resolution: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on the Capital (amended); Law on Roads; Law on Road Traffic Order and Safety; Law on amending and supplementing a number of articles of the Law on Property Auction; Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Guards (according to the procedure at a session); Resolution of the National Assembly on the Law and Ordinance Making Program for 2025, adjusting the Law and Ordinance Making Program for 2024 (if any);
(2) Submit to the National Assembly for comments 9 draft laws: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
- At the 8th Session (October 2024):
(1) Submit to the National Assembly for approval 9 laws: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations;
(2) Submit to the National Assembly for comments on two draft laws: Law on Gender Reassignment; Law on Employment (amended).
Supplementing the Appendix regulating the List of price-stabilized goods and services
Implementing the direction of the Standing Committee of the National Assembly, the Finance and Budget Committee continued to coordinate with the drafting agency to explain, receive, revise, and complete the draft law, and send it for comments at the Conference of full-time National Assembly Deputies (April 2023).
The draft Law submitted to the National Assembly consists of 8 chapters and 74 articles. Compared with the draft submitted to the National Assembly at the 4th Session, after receiving and revising, the draft Law has removed 03 articles; added 05 articles; abolished, amended and supplemented 14 contents of related Laws; and added Appendix No. 1 regulating the List of goods and services subject to price stabilization.
The major contents of the draft Law that the National Assembly Deputies are interested in include: viewpoints and objectives of amending the Law; name of the Law; application of the Law; tasks and powers of agencies; regulations on price stabilization and pricing; price negotiation; declaration, posting, and price reference; inspection of price forming factors; price appraisal; inspection and examination of compliance with the law on prices and price appraisal.
