On the morning of September 16, the Politburo and the Secretariat held a national conference (in-person and online) to disseminate and implement the 4 Resolutions of the Politburo. The conference was connected online from the main bridge point of Dien Hong Meeting Room - National Assembly House to the bridges of departments, ministries, branches, localities and units nationwide. More than 1.2 million party members attended the conference.

4 Resolutions include: Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development (Resolution 71) and Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

Deciding the future of the nation

Presenting the topic of Resolution 71, Prime Minister Pham Minh Chinh said that, along with the decisions according to the resolutions issued by the Politburo, with the viewpoint of the Party and State identifying education as the top national policy, deciding the future of the nation, Resolution 71 has a particularly important and strategic significance to make a strategic breakthrough in developing high-quality human resources, within the overall breakthrough of the fields to bring our country firmly into the era of striving to develop richly, civilized, prosperous, happy, on par with the world powers.

At the Conference, the Prime Minister focused on presenting 4 main groups of contents: Overview of the current situation and the necessity of issuing the Resolution; Core contents of Resolution 71; Action program to implement Resolution 71 (issued in Resolution No. 281/NQ-CP dated September 15, 2025 of the Government); Implementation organization.

The Prime Minister affirmed that the Party and State always pay special attention, considering education and training as the top national policy, the cause of the Party, the State and the entire people, especially emphasized in the Resolution of the 13th Party Congress and Resolution No. 29-NQ/TW.

Resolutions and documents of the Party clearly state: Developing education and training is to improve people's knowledge, train human resources, and foster talents; developing human resources is one of three strategic breakthroughs in development; training highly skilled human resources has an important position and role in the cause of industrialization, modernization, and international integration; developing vocational education is an important, regular, long-term task, with an important position and role in socio-economic development; investing in education and training is investing in development.

Emphasizing some achievements in the field of education and training in recent times, the Prime Minister shared that access to education and the quality of general education have been increasingly improved, ranked at a high level in the region and in groups of countries with the same income level, especially achieving high results in international competitions;

University education has seen clear changes in the quality of training, scientific research and international integration; vocational education has been expanded, initially meeting the need to improve labor skills; the quality of key education has been affirmed with many high results in international exams;

Vietnam is one of 21 countries that have soon achieved the United Nations' sustainable development goals on quality education; the intelligence and creativity of Vietnamese people always shine; mobilizing social resources from the people and businesses for education and training development has achieved positive results...

However, this field still has shortcomings and limitations: Investment in education and training has not met the requirements of innovation and development; the increase in state budget expenditure for education and training for many years has been lower than the country's GDP growth rate;

Emphasizing the need to issue the Resolution, the Prime Minister said that the international context is undergoing profound changes, posing new, comprehensive and urgent requirements for education and training.

The Fourth Industrial Revolution, green transformation trends, digital transformation, breakthrough developments in science and technology, especially artificial intelligence, are reshaping the entire education and training system in the world.

Education, science, technology and innovation are increasingly becoming decisive factors for national competitiveness. Technological powers have issued new strategies for developing education, science, technology and talent.

Our country is facing the need for rapid and sustainable development, realizing two 100-year goals. In that context, a breakthrough in developing high-quality human resources and talented people has become an inevitable, urgent, and objective requirement.

In recent times, many Party resolutions have been issued and implemented; however, many implementation contents in practice have encountered many difficulties and need to be adjusted to suit the new context.

From the above situation, the Politburo and General Secretary To Lam directed to focus on building and promulgating Resolution No. 71; in which stronger policies and decisions were proposed to clear bottlenecks, create breakthroughs in development, modernization, and revival of the country's education.

Thereby, contributing to promoting the implementation of new policies of the Politburo on science and technology, innovation, digital transformation, international integration, law-making, private economic development..., towards the successful implementation of the two 100-year strategic goals.

Discussing the key contents of Resolution 71, the Prime Minister emphasized the following guiding viewpoints:

Firstly, deeply and fully understand and consistently implement the viewpoint that education and training is the top national policy, comprehensive education of "Morality - Intelligence - Body - Beauty" is the most important factor determining the future of the nation.

Developing education and training is the cause of the Party, the State and the entire people. The State plays the role of guiding strategies, creating development, ensuring resources and fairness and progress in education; ensuring enough schools, enough classes and enough teachers to meet the learning needs of the people.

Second, promote the tradition of studiousness, build a learning society, strongly arouse emulation movements throughout society in learning, self-learning, continuous learning, lifelong learning for the cause of rapid and sustainable development of the country, for the future of the nation.

Third, the learner is the center, the subject of the education and training process; the school is the foundation, the teacher is the driving force, deciding the quality of education and training. Strongly change the mindset from knowledge training to comprehensive development of learners' capacity and qualities.

Implement the motto "teacher is teacher, student is student"; honor teachers and ensure the legitimate and legal rights and interests of students. Education ensures harmony between universality and eliteness, comprehensiveness and specialization, nationality and globality.

Developing education on the basis of national culture and traditions, while absorbing the quintessence of humanity and international standards; educating Vietnamese citizens to become global citizens.

Fourth, ensure "learning goes hand in hand with practice", "theory goes hand in hand with practice", "school goes hand in hand with society". Preschool and general education is the foundation for personality formation, quality development and capacity development.

Vocational education is key to developing a highly skilled workforce. Higher education is the core of developing highly qualified human resources, talents, and promoting science, technology and innovation.

Fifth, the breakthrough in education and training development starts with innovation in thinking, awareness and institutions. Create a breakthrough in resources, motivation and new space, improve the quality of education and training. The State plays a leading role, taking public investment as the lead, attracting social resources for the comprehensive modernization of the national education system.

Sixth, public education is the mainstay, non-public education is an important component of the national education system; build an open, interconnected education system, ensuring fair and equal learning opportunities for all subjects.

8 groups of tasks and solutions

The Prime Minister said that the Resolution identifies goals for 2030 and 2045, and identifies 8 groups of tasks and solutions, including 5 general groups and 3 specific groups for each level of education, specifically:

Firstly, raise awareness, innovate thinking and action, and determine strong political determination to make a breakthrough in education and training development.

Second, strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training development.

Third , strengthen comprehensive education in morality, intelligence, physical fitness, and aesthetics, forming a system of values ​​for Vietnamese people in the new era.

Fourth, comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training.

Fifth, focus on building a team of teachers and standard school facilities, improving the quality of preschool and general education; enhancing foreign language teaching and learning, gradually making English the second language in schools.

Sixth, reform and modernize vocational education, creating a breakthrough in developing human resources with high vocational skills.

Seventh, modernize and upgrade higher education, create breakthroughs in developing highly qualified human resources and talents to lead research and innovation.

Eighth, promote cooperation and deep international integration in education and training.

In particular, new and breakthrough points in tasks and solutions include:

First, institutional and policy breakthroughs. Amending, supplementing, and perfecting legal regulations on education and training to remove bottlenecks and bottlenecks in mechanisms and policies, ensuring smooth implementation.

Second, breakthrough in management and administration. Strongly shift from administrative management to development creation and modern administration. Put education and training development in the mindset of national and social administration.

Third, make a breakthrough in investment resources. State budget expenditure ensures that educational conditions meet standards, striving for a 5% investment expenditure structure and 3% expenditure on higher education.

Fourth, make a breakthrough in developing a team of teachers, experts and talents. Have special preferential policies and allocate enough budget to attract, train and foster a team of teachers at home and abroad.

Arrange enough teachers according to standards; increase preferential allowances for teachers; mobilize talented people to teach special subjects. Develop a program to attract excellent lecturers from abroad with outstanding incentives; implement a mechanism of joint tenure for lecturers.

Fifth, make a breakthrough in student support policies. Establish a national scholarship fund, allocate the state budget and mobilize other legal sources to grant scholarships to support and encourage learning, attract talent, and send them to study abroad; prioritize scholarships from the state budget for basic sciences, engineering and technology, especially at the doctoral level.

Sixth, make a breakthrough in autonomy and promote the creative capacity of educational and training institutions. Build a strong autonomous mechanism, creating maximum favorable conditions for public educational institutions to promote initiative and creativity; ensure full and unified autonomy for educational institutions in professional activities, internal administration and international cooperation, regardless of the level of financial autonomy.

Seventh, breakthroughs in foreign language proficiency, digital transformation and application of artificial intelligence in education: Comprehensive digital transformation, application of technology and artificial intelligence; development of national education and human resources information systems, connection of labor market information systems. Strengthening foreign language teaching and learning, gradually making English the second language in schools.

Eight, breakthrough in cooperation and deep international integration in education and training.

The Prime Minister said that immediately after the Politburo issued Resolution 71, the Government organized research and developed an Action Program to implement Resolution 71 with a spirit of seriousness and urgency; and issued the Action Program in Resolution No. 281/NQ-CP dated September 15, 2025. The Government's Action Program includes 8 groups of tasks and major solutions, concretized into 36 goals and 151 tasks. In particular, specific tasks were assigned to each ministry, branch, and locality with the spirit of "6 clear: Clear people, clear work, clear responsibility, clear authority, clear time, clear results" and ensured resources for implementation.
