Parliament and Life: Resolving difficulties in capital to implement Project 9

Working with a number of mountainous localities of the province on the implementation of Project 9 under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, 2021 - 2025 period, the Ethnic Minority Committee of the People's Council of Quang Ngai province frankly pointed out the difficulties in mechanisms and investment capital that need to be resolved soon to effectively implement the goal of improving knowledge and skills for women to actively participate in economic, cultural and social development activities in the locality.

Many challenges in implementation at the grassroots level

Through on-site supervision and working with the authorities of Dong Tra Bong and Son Tay Ha communes, the monitoring team noted that the implementation of Project 9 has brought about many positive results, contributing to creating a clear change in people's awareness and the material and spiritual life of ethnic minorities. In Dong Tra Bong, the leadership, direction and organization of Project 9 were carried out seriously and methodically with specific plans and activities.

The commune has organized many communication and training sessions for nearly 400 participants; at the same time, effectively used the career capital of more than 22 million VND to organize 16 conferences and seminars and sent 80 officials to participate in training. Notably, in Dong Tra Bong commune, there were no cases of early marriage or incestuous marriage in the period 2021 - 2025.

Similarly, in Son Tay Ha commune, the locality has proactively established a full Steering Committee, a Management Board for national target programs and a Village Development Board, and developed a medium-term and annual plan to widely disseminate the goals of Project 9. Both communes have synchronously implemented many solutions to support livelihoods and develop household economies ; focused on people's health care, preventing child malnutrition, improving physical condition and promoting gender equality, and solving urgent problems of women and children.

In addition to the achieved results, localities also reflected on the difficulties in the implementation process. For example, in Dong Tra Bong, after the process of operating the 2-level local government model, the locality wishes to receive resource support in the next phase to ensure the consistency of the project. In particular, Son Tay Ha commune still has a situation of early marriage, requiring stronger and more in-depth propaganda and intervention.

In addition, the main problems are related to resources and mechanisms. Communes need to review and prioritize essential items, and proactively coordinate with relevant departments and branches to resolve difficulties in staffing, facilities, and public investment capital, in order to ensure that resources are allocated reasonably, focused, and effectively, meeting the practical needs of the people.

Eager to overcome difficulties, promote propaganda work

Attending and speaking at the meeting in Dong Tra Bong commune, Vice Chairman of the Provincial People's Council Nghe Minh Hong acknowledged the initial results after two months of operating the two-level local government model; at the same time, requested the commune to continue paying attention to people's health care; preventing child malnutrition, and improving the health and stature of ethnic minorities.

The members of the Supervisory Delegation also emphasized the role of propaganda work, raising community awareness of the project objectives. Thereby, they requested local Party committees, authorities and organizations to continue to closely coordinate and synchronously and effectively implement this work.

For Son Tay Ha, the commune needs to further promote the role of socio- political organizations and prestigious people in the community to completely resolve the situation of child marriage. At the same time, focus on training and improving the capacity of grassroots staff to implement the project effectively.

Regarding the issue of resources and investment, the Supervisory Delegation committed to synthesizing opinions and recommendations from localities to report to the Provincial People's Council for consideration and support of resources in the next phase. On the contrary, the Supervisory Delegation suggested that communes need to review investment needs, prioritize essential items, and proactively coordinate with relevant departments and branches to remove difficulties in public investment capital, facilities, etc. to ensure that resources are allocated reasonably, focused, and avoid waste.

Project 9 is a component project of special importance, directly affecting the material and spiritual life of ethnic minorities. Therefore, localities need to closely coordinate with sectors and organizations to synchronously implement; at the same time, focus on thoroughly resolving problems and difficulties to successfully implement the proposed Project objectives.
