After storm No. 10, the flood-prone areas of Tran Phu and Quang Bi communes (Hanoi) were submerged in water. Hundreds of households were isolated, their daily lives were disrupted, and their livelihoods were paralyzed.

According to the reporter, in the first days of October 2025, all inter-village roads in Tran Phu and Quang Bi communes were submerged in floodwater. Water rose to more than 1 meter in many areas, paralyzing traffic. People could only move by bamboo boats or rubber boats supported by rescue forces.

“After every heavy rain, my whole village turns into an oasis. The village roads are flooded, and schools and medical stations are surrounded by water. It’s the same every year, but this year the floods came faster and lasted longer, and many households had to move their belongings to the second floor to avoid damage,” said Nguyen Van Thinh, a resident of Tran Phu commune.

In Quang Bi commune, riverside villages such as Thuong and Ha were also submerged in water. People had to string ropes and mark paths to avoid falling into deep holes and landslides. “At night, looking around, I only saw the flickering flashlights shining from the roofs of houses floating on the water, it was heartbreaking,” said Nguyen Thi Hoa, a resident living in the flooded area, choking with emotion.

The prolonged flooding has severely disrupted people’s lives. Food, clean water and medicine have become the biggest concerns. Many households said they had to use rainwater or temporarily contaminated well water for daily activities. Emergency relief teams have promptly delivered instant noodles, dry food and bottled water to isolated areas, but the amount of relief supplies has not been enough to meet all the needs.

Students in the flooded areas were also forced to stay home for many days. Some schools were used as temporary evacuation points, to store relief supplies and shelter for deeply flooded households. “My child is in 6th grade, the school announced a closure because the water had flooded the school yard. We are very worried, not knowing when he can go back to school,” said Nguyen Van Dung (Quang Bi commune).

Agricultural production - the main source of income for many households - was also severely affected. Hundreds of hectares of rice fields ready for harvest were flooded, many fish ponds, chicken and pig coops were washed away. Mr. Pham Van Loi, a farmer in Tran Phu commune, lamented: "All the hard work of the year is now gone. We have lost our crops and livestock, and now we don't know where to turn."

Faced with the serious flooding situation, the local government has activated the “4 on-site” plan: on-site forces, on-site means, on-site logistics and on-site command. Militia teams, commune police, and youth union members have been mobilized to assist in evacuating people, transporting necessities and ensuring safety in flooded areas.

“We have deployed forces on duty 24/7 at dangerous locations, ready to respond when people need it. The biggest goal is to prevent human casualties,” a representative of the People’s Committee of Tran Phu commune affirmed.

Although storm No. 10 has dissipated, due to the continued accumulation of water from the upper reaches of the Day and Tich rivers, coupled with the limited drainage system in Hanoi, the flooding situation here cannot be resolved overnight. People are concerned that if it continues to rain heavily, the “flood center” will sink even deeper.

“Here we are used to the flood situation, but natural disasters are becoming more and more unusual. If there is no fundamental solution, people in this area will have to live with isolation for weeks every year,” said Ms. Nguyen Thi Hanh, a resident of Quang Bi commune.

In the long term, localities have proposed that Hanoi should invest in upgrading the system of dykes, reservoirs, and drainage pumping stations; at the same time, have policies to support production and restore crops after natural disasters for people. Many irrigation experts also emphasized the need to calculate the overall planning of the Tich - Day river basin, and build reservoirs upstream to reduce pressure on the downstream area.

In the midst of hardship, the spirit of solidarity and mutual support among people in flooded areas is even more evident. Many households that are still dry have opened their doors to welcome neighbors to stay. Volunteer groups and social organizations have quickly called for donations and delivered necessities, life jackets, and medicine to the people.

Storm No. 10 once again sounded the alarm about the chronic flooding in the "flood center" of Hanoi. People here still struggle every day in the sea of ​​water, but they are also resilient people, clinging to their land and villages. Fundamental, long-term solutions are needed from urban planning, infrastructure investment, to supporting sustainable livelihoods for the community. This is not only the story of Tran Phu, Quang Bi, but also a common challenge in building a safe capital, adapting to climate change, and developing sustainably in the future.
