Friendly office
Present at the Public Administration Service Center (TTPVHCC) of Tan Dong Hiep Ward, Ho Chi Minh City from 7:30 am on July 30, Mr. Nguyen Van Muoi (34 years old, formerly residing in Phung Hiep, Hau Giang ), brought 2 sets of documents including temporary residence registration declaration papers, notarized copies, confirmation from the Ward People's Committee to submit job applications for both husband and wife, with a worried mood not knowing how long to wait and what additional documents needed?
But the good news is that after submitting the documents to the reception desk, about 10 minutes later, he received the results, in time to submit the application to the recruiting unit. He was also surprised because it was the first time he saw that at the main entrance area, the reception desk had cold mineral water and hot tea ready, and the self-service table arranged at the waiting chair had prepared cakes, boiled eggs, coffee, and fruit for people to use if needed.

Mr. Muoi shared: "After more than 10 years of working in Binh Duong (now Ho Chi Minh City) to earn a living and having come to the ward office many times to get documents certified, this is the first time I have seen the ward as close and friendly as at home, everyone is enthusiastic in receiving and processing administrative procedures, making me feel the distance between officials and people is reduced."

In the most populous ward in Ho Chi Minh City, Di An Ward (over 227,000 people), the area for submitting documents and receiving citizens is located in the most convenient area, people only need to move through the entrance gate to reach the document submission point. Notably, ward leaders and the Center for Public Administration are always present at the citizen reception area to provide timely guidance and support.
Ms. Mai Thao Ly (a bank transaction office employee in Di An) shared: “I submitted documents for customers to mortgage land in the ward, the receiving process only took 10 minutes and was processed quite quickly, with results after only 3 days. If previously, submitting this application had to go through the steps of getting a queue number, submitting documents, receiving a receipt and usually having to wait from 4 to 5 hours, now it only takes less than 30 minutes.”
Proactively improve the apparatus and personnel
As the most populous ward in Ho Chi Minh City with an increasing number of administrative procedure files being received, civil servants of Di An ward do not let delays occur and people wait, becoming one of the plus points for the new grassroots government.
According to the Chairwoman of the Ward People's Committee, Tran Thi Thanh Thuy, the Ward Party Committee Standing Committee has been proactive in terms of human resources, organization, and facilities, so administrative procedures have been received and resolved smoothly. Problems with the software for inter-connected tax code issuance and first-time land use right certificates have been basically resolved, and people are satisfied. Notably, the Ward Party Committee leaders requested the departments to report on daily work and directly intervene to resolve difficulties and recommendations from people, creating a new working routine in the ward.
Thu Dau Mot Ward has also proactively arranged young, capable, experienced and qualified staff in applying information technology, especially in positions that directly contact people and businesses, and has also achieved quite good initial results in handling administrative procedures.

In Thuan An ward, the activities at the Center for Public Administration have been stable and smooth, serving the needs of the people well thanks to the proactive assignment of staff to directly monitor each field at the counters, promptly establishing a technical support team to handle software problems on-site. With 11 specialized counters, from July 1, 2025 to now, the center has received a total of 2,668 public administrative records, of which 32 records are in the land sector, 77 records are in the infrastructure sector , up to now, all 77 infrastructure records have been resolved, while 32 land records are continuing to be processed according to the process.
