5 months of efforts to implement electronic medical records of the entire health sector in Ho Chi Minh City
On September 26, the conference to announce the results of implementing electronic medical records and standardizing the data warehouse of the Ho Chi Minh City health sector took place at Military Hospital 175 ( Ministry of National Defense ).
Master Tran Duc Dinh, acting Head of the Information Technology Department, Ho Chi Minh City Department of Health, said that after the health sector conference on April 10, the agency recorded that 9 hospitals had deployed electronic medical records, 7 hospitals reported that they were qualified to deploy, and 35 hospitals had not been able to create electronic medical records because they did not meet the requirements.
This is a very worrying thing in completing the task assigned by the Government , which is that hospitals nationwide must implement electronic medical records by September.
Faced with the above situation, the Department of Health has issued a plan with the goal of 100% of hospitals implementing electronic medical records.
Specifically, the health sector organizes training and technical support for hospitals; assigns implementation responsibilities; organizes monitoring, supervision, and progress reporting. In which, the Information Technology Department acts as the technical focal point, supporting communication and security; the Medical Operations Department is in charge of expertise.

The Department of Health also deployed the industry's innovative solution, through the centralized EMR management platform (EMR Cloud) for hospitals to connect and share with the health sector's data warehouse.
Along with the efforts of the management agency, all hospitals have joined together to issue plans to implement electronic medical records, develop and issue complete internal regulations and procedures, and organize training for medical staff.
Up to now, after many months of implementation, 7/14 ministerial hospitals, 40 city hospitals and 52 private hospitals have implemented electronic medical records completely. Many places have implemented electronic medical records in some departments.
In addition, there are 11 hospitals that have not yet implemented electronic medical records, most of which are in the private sector, such as Korean Star Cosmetic Surgery Hospital, Van Phuc City Hospital, Tam Tri Saigon General Hospital...
In summary, currently 153/164 hospitals in Ho Chi Minh City have deployed electronic medical records, reaching a rate of 93%. Although not reaching 100%, this is the result of the industry-wide efforts with many solutions, including the solution of "shared electronic medical records platform".
There are still many difficulties and problems.
The Ho Chi Minh City Department of Health said that in the coming time, each unit needs to continue to make efforts to improve and promote the effectiveness of electronic medical records, and be ready to connect to the common data warehouse.
Associate Professor Nguyen Anh Dung, Deputy Director of the Ho Chi Minh City Department of Health, said that the success of the health sector's common data warehouse depends on the consensus of all health facilities. Each unit is a link to create a common strength for the entire system.
The Ho Chi Minh City Department of Health has organized many preparatory conferences with hospitals from the Ministry to the city to gain consensus and high determination.
Associate Professor Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, shared that the implementation in the area shows that electronic medical records have brought many practical benefits such as shortening the time for medical examination and treatment, reducing costs and administrative paperwork, increasing transparency in management and improving the patient experience.

However, hospitals are still facing many difficulties and problems. There is a need for practical policies and solutions to help resolve the gap in technology infrastructure between facilities and supplement IT human resources.
At the same time, the cost of operating electronic medical records needs to be calculated correctly and fully into hospital fees soon.
The leaders of the Ho Chi Minh City Department of Health said they will continue to expand the deployment of electronic medical records to all medical examination and treatment facilities, standardize and perfect the centralized medical data warehouse, ensure safety - security - connectivity, promote the application of artificial intelligence and big data analysis in disease forecasting, scientific research and medical administration.
From there, a smart medical ecosystem will be gradually formed, serving the goal of building a smart, modern and livable city.
