In the history of the nation's formation and development, Hai Duong is known as one of the cradles of Vietnamese culture, a land of outstanding people with a rich cultural tradition and a history of patriotism against foreign invaders. It is proud to be the land associated with the name of Governor Khuc Thua Du - the one who laid the first foundation for the cause of restoring national independence after more than a thousand years of Chinese domination; Hung Dao Dai Vuong Tran Quoc Tuan - the soul of the resistance wars against the Yuan - Mongol invaders; National liberation hero, world cultural celebrity Nguyen Trai; Two-country champion Mac Dinh Chi; Ten-generation teacher Chu Van An, Great physician Zen master Tue Tinh; First mathematician Vu Huu; First and only female doctor of Confucianism Nguyen Thi Due... and many other famous talents and generals.
In the struggle for national liberation and unification, Hai Duong hometown was also famous for the names of many great revolutionaries, including comrade Nguyen Luong Bang - a staunch communist soldier, an excellent student, and also a close and intimate associate of President Ho Chi Minh.

Comrade Nguyen Luong Bang was born into a poor, patriotic Confucian family in Dong village, Thanh Tung commune, Thanh Mien district, Hai Duong province. Growing up witnessing his homeland and country sinking under the yoke of French colonialism and the heavy exploitation of the feudal regime, comrade Nguyen Luong Bang understood the suffering and humiliation of the people who lost their country; and inherited the family's patriotic tradition when both his grandparents had participated in the Can Vuong movement, and his grandmother and father often told him stories about patriotic examples, including relatives who participated in the fight against the French and were killed by them... as comrade Nguyen Luong Bang wrote in his memoirs: All of these have deeply engraved in my soul a spirit of patriotism and national spirit.
Nguyen Luong Bang had a poor childhood, he was only able to go to school at the age of 7; at the age of 13, his father died and he had to stop studying to learn a trade; at the age of 17, he left his hometown to Hai Phong to find work. Sometimes he worked as a tailor, sometimes as a waiter. The hardship and humiliation of the French's contemptuous and cruel attitude, combined with the worry of the saying he heard while still in school: "The rise and fall of the nation - the scholar is responsible" daily urged and nurtured the thought that he had to make a revolution to overthrow the imperialists and save his race.
Determined to realize his ambition, in 1925, comrade Nguyen Luong Bang applied to work as a kitchen boy on a French ship running the Hai Phong - Hong Kong route. Here, he was enlightened and accepted by comrades in the Vietnam Revolutionary Youth Association. Comrade Nguyen Ai Quoc directly taught him the theory of Marxism - Leninism and the proletarian revolution. And this was the turning point in comrade Nguyen Luong Bang's revolutionary life: from patriotism to scientific communism.
In 1926, comrade Nguyen Luong Bang volunteered to return to the country to build a base for the Vietnam Revolutionary Youth Association.
At the end of April 1927, comrade Nguyen Luong Bang applied to work on the French ship Song Bo running the route Hai Phong - Hong Kong - Guangzhou. And thanks to this route, he had the opportunity to bring Thanh Nien newspaper, the work Duong Kach Menh and some other documents of the General Department in Guangzhou back to the country to serve the work of propaganda and mass mobilization.
In October 1927, comrade Nguyen Luong Bang was discovered by the French secret police in Hai Phong and had to secretly move to Saigon to work. In December 1928, he returned to Hai Phong to establish an international communication line by sea from Hai Phong to Paris, through sailors who were members of the French Communist Party.
In mid-1929, comrade Nguyen Luong Bang was assigned by the Youth Central Committee to work in China. In October 1929, in Guangzhou, he was admitted to the Annam Communist Party and assigned to Shanghai to build a revolutionary base.
In May 1931, French secret police in Shanghai captured comrade Nguyen Luong Bang. They used extreme torture but could not extract anything from him. Therefore, they escorted him to Saigon, detained him for a while, then sent him to Hanoi to be imprisoned at Hoa Lo Prison.
In 1932, the French colonialists escorted him to Hai Duong for trial. The colonial court sentenced him to life imprisonment and imprisoned him in Hoa Lo Prison. Refusing to back down before the enemy, he devised a plan to escape to continue his activities. On Christmas Eve 1932, at Phu Doan Hospital, Nguyen Luong Bang and several other comrades successfully escaped from prison.
Having escaped from prison but lost contact with the Party organization, comrade Nguyen Luong Bang returned to Hai Duong to build a revolutionary base. In Ap Don, Thai Duong commune, Binh Giang district, he published the Cong Nong newspaper to call for and awaken patriotism, solidarity and encourage the masses to maintain faith in the Party.
In mid-1933, while on a business trip to Bac Giang, comrade Nguyen Luong Bang was captured by the enemy. The Bac Giang Court sentenced him to life in prison and imprisoned him at Hoa Lo Prison and later Son La Prison.
Having been imprisoned by the colonial imperialists three times, comrade Nguyen Luong Bang was always at the forefront of the struggle against the prison guards, showing his bravery and indomitability in front of the enemy. At the end of 1943, he was assigned by the prison Party cell to escape from prison and return to participate in revolutionary activities.
In August 1945, at the Tan Trao National Congress, comrade Nguyen Luong Bang was one of five people elected to the Standing Committee of the National Liberation Committee. The August Revolution succeeded in Hanoi, and he was appointed as a representative of the Viet Minh General Department to Hue to confiscate the seal of King Bao Dai, ending the thousand-year feudal regime in Vietnam. On September 2, 1945, at the historic Ba Dinh Square, he represented the Viet Minh General Department in reading the appeal to the entire people to support the Government in building a new Vietnam.
In the early years of the resistance war against France, he was assigned to hold the position of Head of the Central Finance and Economics Committee; General Director of the State Bank of Vietnam. He made important contributions to the construction of our country's Finance and Banking system, contributing significantly to the victory of the resistance war and national construction.
From 1952 to 1956, comrade Nguyen Luong Bang was appointed as the first Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Vietnam to the Union of Soviet Socialist Republics. In his position, he contributed greatly to expanding the Vietnam - Soviet Union relationship, raising Vietnam's position in the international arena.
In 1956, he was assigned the important position of Government Inspector General, then Head of the Central Inspection Committee. He showed himself to be an excellent student who continued the revolutionary career and moral ideology of President Ho Chi Minh.
In 1969, he was elected Vice President of the Democratic Republic of Vietnam. In 1976, the country was unified and he was appointed Vice President of the Socialist Republic of Vietnam. As Vice President, he was a trusted associate of President Ton Duc Thang. He actively contributed to building a strong Party in terms of ideology, politics and organization.
Commenting on comrade Nguyen Luong Bang, comrade Hoang Quoc Viet - a typical senior leader of the Party and the Vietnamese Revolution once wrote: "Brother Ca is a man of action. He writes little, speaks little but does much. Through concrete actions, he attracts and educates his comrades to follow. Throughout his life of noble activities, Brother Ca has set a shining example for cadres, party members and the people in terms of ethics of diligence, thrift, integrity, impartiality and selflessness."
Former General Secretary Do Muoi also affirmed: “Belonging to the first generation of revolutionary soldiers, comrade Nguyen Luong Bang was known by many people under the alias Sao Do (often called Anh Ca). He was a shining example of steadfast patriotism in the face of the enemy, an exemplary communist in terms of diligence, thrift, integrity, impartiality and impartiality.”
Evaluating the talented, loyal, and indomitable cadres during the Party building period, President Ho Chi Minh commented: “Our comrades such as comrade Tran Phu, comrade Ngo Gia Tu, comrade Nguyen Luong Bang, comrade Nguyen Thi Minh Khai, comrade Ha Huy Tap, comrade Nguyen Van Cu, comrade Hoang Van Thu and hundreds of thousands of other comrades put the interests of the Party, of the revolution, of the class, of the nation above all else, above all else. Those comrades had deep and firm faith in the great force and glorious future of the class and of the nation. Those comrades were happy to sacrifice everything, even their lives, for the Party, for the class, for the nation. Those comrades watered the revolutionary tree with their blood and bones, so the revolutionary tree has blossomed and borne fruit beautifully as it does today.”
The revolutionary history of our Party and nation recognizes the great contributions of comrade Nguyen Luong Bang, but it is rare and very special that two symbolic names of him are forever passed down in revolutionary generations: Red Star - a symbol of the indomitable will of communists; Elder Brother - a symbol of exemplary conduct and the clarity of comradely brotherhood.

75 years old, with more than half a century of fighting for independence, freedom and socialism under the flag of the Party and President Ho Chi Minh, Comrade Nguyen Luong Bang is a shining example of a leader who devoted himself to national independence, freedom and happiness of the people. Celebrating the 120th anniversary of Comrade Nguyen Luong Bang's birth, we are proud and grateful to the outstanding son of the nation and Hai Duong homeland. We understand and engrave in our hearts the extremely valuable revolutionary lessons for the current cause of building and developing our homeland and country.
Studying and following the example of comrade Nguyen Luong Bang, first of all, is studying the ardent patriotism, burning desire, and will to fight for independence and freedom for the nation, prosperity and happiness for the people. That is the quickness and enthusiasm for revolutionary ideals, steadfastness with Marxism-Leninism, the ideology of leader Nguyen Ai Quoc - Ho Chi Minh; always proactively and actively applying theory creatively to the practice of revolutionary struggle and from the practice of the movement to develop guidelines and strategies, summarize theories closely, promptly and correctly.
Learning from comrade Nguyen Luong Bang means learning about the spirit of overcoming all circumstances to acquire knowledge of human culture, accept revolutionary theories, and proactively strive to grasp professional expertise according to practical requirements.
Studying and following the example of Comrade Nguyen Luong Bang means studying and training the steadfast and indomitable will of a communist, not discouraged in difficulties, not faltering in dangers, not wavering in challenges, not afraid of death; regardless of any circumstances, always maintaining the integrity and shining the morality of a Party member and leader of the Party.
Studying and following the example of Comrade Nguyen Luong Bang means studying the seamless connection between true patriotism and pure proletarian internationalism; seizing the opportunity and support of the international communist and workers' movement for the revolutionary struggle of our Party and our people. That is the spirit of setting a shining example of communist morality, pure comradely solidarity, always devoting oneself to and closely following the revolutionary movement, always believing in and promoting the great strength of the masses for the struggle for independence and freedom of the fatherland, for prosperity and happiness of our people.
Promoting the tradition of the ancient Eastern region, Hai Duong today, learning from the example of the great President Ho Chi Minh, comrade Nguyen Luong Bang and generations of revolutionary predecessors, the Party Committee and people of Hai Duong have persevered, overcome difficulties and made important contributions through the revolutionary periods, contributing with the entire Party, the entire people and the entire army of the whole country to gain glorious victories in the struggle for national liberation, national unification, building the homeland of Hai Duong to be increasingly rich, beautiful, democratic and civilized. In particular, implementing the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, in recent years, the Party Committee and people of the province have made constant efforts and achieved very comprehensive achievements in all fields.
The economy is growing in size, currently ranking 11th out of 63 provinces and cities nationwide. The economy continues to maintain growth, with the province's gross regional domestic product (GRDP) in the 2021-2023 period increasing by an average of 8.58% per year. Since 2017, the province has balanced its budget; the economic structure continues to shift positively towards industrialization and modernization. Hai Duong province is one of the first 5 provinces in the country to complete the task of building new rural areas. The cultural and social sector has developed stably and has many innovations. The education network and scale are increasingly appropriate. The work of protecting and taking care of people's health has made much progress. Hunger eradication, poverty reduction, job creation, and social security have been effectively implemented. The fields of national defense and security have been ensured; foreign affairs have been strengthened and expanded. These achievements are very important, creating a solid foundation for the province's development in the coming years.
Dear leaders, delegates and all people!
On the occasion of the 120th anniversary of the birth of comrade Nguyen Luong Bang, proud and grateful for his great contributions to the revolutionary cause; learning and following his shining moral example and to worthily continue the glorious career of comrade and revolutionary predecessors, on behalf of the Provincial Party Executive Committee, I earnestly call on all levels of Party committees, authorities, and organizations from the province to the grassroots, each Party member and cadre and people of all walks of life to unite and continue to strive to successfully carry out the following key tasks.
Firstly : Raise the will and aspiration to build and develop a rich, civilized homeland; build a proactive, positive, innovative and creative spirit with strategic thinking and vision, high determination, great efforts, strive to make Hai Duong a modern industrial province by 2025, and a modern industrial province by 2030, creating a foundation for Hai Duong to soon meet the criteria of a centrally-run city.
Second : Continue to thoroughly grasp and persistently successfully implement the action programs to implement the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress. Focus on developing and implementing 5 main pillars including: (1) High-tech industry and supporting industry; (2) High-quality services; (3) Green, modern, smart urban areas; (4) High-tech commodity agriculture and organic agriculture; (5) Ensuring social security and environmental protection; resolutely, creatively, flexibly and effectively implementing tasks and solutions for socio-economic development to create a solid momentum for victory.
Third : Pay attention to promoting and enriching the cultural values of the people of the ancient Dong land - Hai Duong today; arouse the pride, sense of responsibility, self-reliance and self-improvement of cadres, party members and people in building the homeland and country "more decent and more beautiful".
Fourth : Focus on socio-economic development closely linked with ensuring national defense and security; increase attention to social security, a prosperous, happy and peaceful life for the people.
Fifth : Regularly take care of Party building work in all aspects. Continue to seriously and effectively carry out Party building and rectification work associated with studying and following Ho Chi Minh's ideology, morality and lifestyle and regulations on setting examples. Focus on building a contingent of cadres and Party members, especially key cadres at all levels, who are truly pioneering and exemplary, always cultivating revolutionary ethics, sense of organization and discipline, with sufficient responsibility and capacity to fulfill their tasks well; strive to be worthy of the Party, the Fatherland and the People.

To forever remember the contributions of the steadfast communist soldier, the outstanding leader of the Party and the Vietnamese revolution, Hai Duong province has built and inaugurated the Memorial House of Comrade Nguyen Luong Bang, becoming an important red address to educate patriotism and revolutionary ideals for generations of cadres, party members and people today and tomorrow. Many schools and solemn streets in Hai Duong province and localities across the country have been honored to be named after Comrade Nguyen Luong Bang, reminding each person to make more efforts to study and work every day to be more worthy of his example and contributions.
On this occasion, on behalf of the Party Committee, government and people of the whole province, I would like to express my deep gratitude to the leaders, former leaders of the Party, State, Vietnam Fatherland Front, departments, ministries, branches, central agencies, Military Region 3, localities, units and compatriots nationwide where comrade Nguyen Luong Bang once worked and went through hardships in prison for their affection, attention and valuable help to Hai Duong; I hope that in the coming time, we will continue to receive more attention, support and help from you, comrades, for Hai Duong - the homeland of comrade Nguyen Luong Bang and many other outstanding senior leaders of the Party and the Vietnamese revolution.
