Before the show, the Hanoi People's Committee announced a document on organizing the music concert events 3 and 4 of Anh trai say hi at My Dinh National Stadium on the evenings of December 7 and December 9.

Hanoi City Police is responsible for presiding over, coordinating with relevant agencies, inspecting, appraising, and guiding units to develop specific and detailed plans to ensure security and safety at the program's location, proactively preventing and handling any arising situations (if any) to avoid being passive or surprised.

The Department of Transport (DOT) is responsible for traffic flow and ensuring traffic order and safety around the event area; coordinating with the Hanoi City Police, Nam Tu Liem District People's Committee and related units to implement traffic flow, ensure traffic order and safety, guide parking locations around the event area, and prevent traffic jams before, during and after the event.
