Resolution No. 18-NQ/TW of the 6th Central Conference, 12th tenure affirmed: Implement strong and reasonable decentralization and delegation of power between the Central and local levels, between superior and subordinate levels, linking authority with responsibility; at the same time, build a mechanism to strictly control power by Party regulations and State laws, ensure democracy, publicity, transparency, promote accountability and strengthen inspection and supervision of implementation. Encourage dynamism, creativity and promote the positivity and proactiveness of all levels, sectors and localities in building and perfecting the organization, streamlining the apparatus and reducing staff.

The principle of decentralization and delegation of power between the Central and local levels with the principle of "locality decides, locality acts, locality is responsible" is the focus throughout the law-making work that the National Assembly has focused on in the past time. Typically, at the 8th session, in the legislative work, the Laws passed by the National Assembly clearly demonstrated the above spirit. Accordingly, the Laws considered and passed by the National Assembly only regulate framework issues and issues of principle, while practical issues that fluctuate frequently are assigned to the Government and localities to regulate to ensure flexibility in management.

For example, the Law on Public Investment (amended) recently passed by the National Assembly has a new point in the authority to decide on investment policies for group B and group C projects. Decentralizing the authority to People's Committees at all levels to decide on investment policies for groups B and C managed by localities is a major change from the authority of People's Councils at all levels to People's Committees at all levels.

Regarding the above issue, Prime Minister Pham Minh Chinh affirmed that it is necessary to review the institutions, Party regulations, legal regulations; review the functions, tasks and powers of agencies, specifically review the Law on Government Organization, the Law on National Assembly Organization, and the Law on Local Government Organization. At the same time, perfecting norms and standards, strengthening supervision and inspection.
