Prioritize resources for mountainous areas
Quang Tri has many mountainous, remote communes such as Huong Lap, Huong Phung, A Doi, La Lay, Dan Hoa, Kim Dien, Tuyen Lam... Here, students suffer many disadvantages in learning conditions compared to the plain areas.
In recent years, the locality has implemented the central government’s policies and guidelines to consolidate, develop and improve the operational efficiency of ethnic boarding schools in the area. At the same time, the locality has also paid attention to investing in upgrading facilities and supplementing teaching equipment in mountainous schools.
Educational facilities in ethnic minority and mountainous areas are given priority for investment, repair, upgrading of facilities, and purchase of additional teaching equipment. During the school year, the Department of Education and Training of Quang Tri and localities proactively arrange, propose, and call for resources to invest in completing many school construction items and purchasing additional teaching equipment, supplies, and toys for schools.
At the end of February 2025, the Department of Education and Training of Huong Hoa district, Quang Tri (old) coordinated with sponsoring units to hand over and put into use 3 classrooms at Ban 1 school, Thuan commune. The project includes 3 classrooms, toilets and a school yard according to standards; the total implementation cost is more than 1.8 billion VND. Of which, a part of the local counterpart fund.
The new school site helps 77 students from grades 1 to 4 have a solid, safe place to study against natural disasters, ending the situation of group study and studying at community houses in the village. This is one of the school projects mobilized from social resources.
In the 2024-2025 school year alone, from the budget, Huong Hoa district (old) invested in building and putting into use more than 50 classrooms, with a budget of more than 33 billion VND, 27 subject classrooms with a budget of more than 17 billion VND. Along with that, dozens of classrooms were repaired and educational equipment was purchased up to tens of billions of VND.
Synchronous investment has helped change the appearance of schools in many disadvantaged areas of the province. In the 2024-2025 school year, nearly 100 new classrooms will be built across the province, along with more than 50 subject classrooms, multi-purpose halls, public service rooms and many other auxiliary works.
In addition, nearly 80 items were repaired and upgraded, including functional rooms, playgrounds, electrical systems, fences, canteens, toilets... 88 primary and secondary schools in Minh Hoa, Tuyen Hoa, Quang Trach, Bo Trach, Huong Hoa, Dakrong (old) districts were equipped with teaching equipment according to the 2018 General Education Program. Televisions, computers, desks and chairs, books, and school supplies were also fully supplemented. Separate schools were also invested in clean water systems, solar power, and Internet, helping to significantly improve teaching and learning conditions.
Thanks to that, the rate of solid classrooms in the whole province reached about 85.4%, an increase compared to the previous school year. 87 classrooms have been put into use, replacing 46 temporary and borrowed classrooms; concentrated in Minh Hoa, Tuyen Hoa, Le Thuy and Bo Trach (old) districts. The total investment cost for construction, repair and purchase of teaching equipment in this school year is up to more than 230 billion VND; of which about 132 billion VND is reserved for solid classroom construction from the State budget, National Target Program and socialized sources.
The Department of Education and Training of Quang Tri province in coordination with the Provincial Construction Investment Project Management Board and related units continues to implement the Resolution of the Provincial People's Council on eliminating temporary classrooms and borrowed classrooms; at the same time renovating and upgrading ethnic boarding and semi-boarding schools across the province, including a plan to build a new Huong Hoa High School.

Promoting education from policy
Along with investing in infrastructure, Quang Tri province is actively implementing a deeply humane policy, which is to build a system of inter-level boarding schools for ethnic minorities in 16 border communes.
According to the policy of the Central Government, the land border communes across the country will be invested in boarding schools for ethnic minorities at primary and secondary levels. In Quang Tri, many communes in this area have difficult terrain and transportation, so investing in a boarding school system will create more favorable conditions for students and teachers.
The province has proposed to build 10 new inter-level schools and upgrade 6 existing schools to inter-level models, ensuring that each border commune has at least one school. The total investment capital demand for these projects is about 3,338 billion VND; of which 90% comes from the central budget, the rest from the local budget and legal socialized sources.
In 2025, the province plans to start construction of Huong Phung Primary and Secondary Boarding School for Ethnic Minorities in Doa Cu village, Huong Phung commune. This is a key project with a scale of 60 classrooms, meeting the learning needs of about 2,100 students. The school is built on an area of about 95,000 m², with a total estimated investment of 335 billion VND, of which phase 1 is 250 billion VND.
Chairman of Quang Tri Provincial People's Committee Tran Phong directly surveyed the construction site and directed Huong Phung commune to coordinate in completing land procedures, speeding up site clearance, and ensuring the allocation of new production land for affected people. The province also requested to strengthen propaganda, mobilize people's support, and create consensus for effective implementation of the project.
According to Dr. Le Thi Huong - Director of the Department of Education and Training of Quang Tri, investing in a system of inter-level boarding schools helps ethnic minority students have a stable place to live and study in more adequate and spacious conditions, thereby contributing to improving attendance rates and education quality. Besides the educational significance, this policy also helps reduce the burden on poor families in border areas, creating a solid foundation for a long-term human resource training strategy.
Quang Tri's strong and systematic steps in investing in education in mountainous areas not only aim to shorten the development gap between regions, but also clearly demonstrate the locality's determination to ensure equal education rights for all children - an important foundation for sustainable development in the future.
