The 12th National Congress of the Party Committee of the Army for the 2025-2030 term is a particularly important milestone in the cause of building the Vietnam People's Army, consolidating national defense, and protecting the Fatherland.

On behalf of the Party and State leaders, I respectfully send to the leaders and former leaders of the Party, State, Central Military Commission, Ministry of National Defense ; leaders of central and local departments, ministries and branches; 448 delegates representing the bravery, intelligence, faith and will of the Party Committee of the Army attending the Congress, together with all officers and soldiers of the entire army and militia and self-defense forces of the whole country my warmest feelings and best wishes. Thoroughly implementing Directive No. 45-CT/TW of the Politburo, in recent times, the Central Military Commission has led and directed the organization of Party congresses at all levels in the Army Party Committee very successfully, with good quality in both documents and personnel; strictly following the procedures, processes and principles of conducting the congress; promoting democracy and solidarity, ensuring that the congress is truly a broad political activity in the Party cells and Party Committees, with a wide influence on cadres, Party members and the masses. That is an important premise for us to successfully organize the 12th Army Party Congress.

During the preparation process for the Congress, the Politburo directed the Party Committee of the Army's preparations for the Congress, contributed opinions to the Congress documents, and the Politburo also assessed that the Party Committee of the Army was qualified to hold the 12th Congress of Party Committee of the Army for the 2025-2030 term.

Today, the Congress was solemnly and solemnly opened in an atmosphere of excitement and pride. The draft documents submitted to the Congress, focusing on the Political Report, were carefully prepared, concise, profound but also very specific, containing many major, important, strategic decisions for the cause of building the Army, strengthening national defense, and protecting the Fatherland in the new era of national development.

The opinions expressed and the papers published in the proceedings were also carefully prepared, demonstrating the high political responsibility of the delegates. I agree with the draft documents submitted to the Congress and suggest some contents for the Congress to continue discussing.

Dear comrades!

Over the past five years, in the context of the world and the region changing rapidly, widely, and complicatedly with many unprecedented factors, creating both opportunities, advantages, difficulties, and challenges for the cause of building and developing our country. However, under the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, directly the Central Military Commission and Party committees at all levels, the entire army has strived to successfully implement the Resolution of the 11th Military Party Congress as stated in the Political Report, with many impressive actions and figures. I would like to summarize 6 outstanding contents:

Firstly, the Central Military Commission and the Ministry of National Defense have performed well their strategic advisory functions on military and national defense; at the same time, they have led and directed the entire army to promote its core role in building all-people national defense and protecting the Fatherland.

Faced with the turbulent world and regional situation, the Central Military Commission has directed research, grasped, assessed, and accurately forecasted the situation to advise the Party and State on timely, flexible, and effective response measures to situations, avoiding passivity and surprise, maintaining an active position, preventing the risk of conflict, and firmly protecting territorial sovereignty and national and ethnic interests.

The Central Military Commission has advised on the issuance of many resolutions, conclusions, regulations, and strategic projects on military and national defense, especially presiding over the research, development, and proposal to the 13th Party Central Committee to issue Resolution No. 44-NQ/TW on the Strategy for National Defense in the new situation, with profound additions and developments in theoretical thinking; advised on the issuance, amendments, and supplements of laws on the military and national defense fields in accordance with the new context and new conditions.

Directing the synchronous and quality implementation of tasks and solutions to build the all-people national defense and the all-people national defense posture, associated with the people's security and the people's security posture, building a solid people's hearts and defense areas. In particular, to promptly respond to the requirements of organizing two-level local governments and adjusting administrative boundaries at the provincial and communal levels, the Central Military Commission has advised and directed resolutely, promptly and effectively the arrangement of local military organizations, adjusting the deployment of forces, means and posture, responding to the requirements of national defense in the new situation .

Second, the Central Military Commission has focused on leading the building of a politically strong army, as a basis for improving the overall quality and combat strength of the entire army .

Along with seriously and synchronously implementing 6 groups of solutions to build a politically strong Army as identified in the Resolution of the 11th Party Congress of the Army, the Central Military Commission has directed the implementation of many additional practical and appropriate solutions to meet the requirements and developments of the situation, in which the most prominent are solutions to build political and spiritual factors in the entire army, making officers and soldiers always absolutely loyal to the Fatherland, the Party, the State and the people, ready to receive and excellently complete all tasks in any circumstances. This is the fundamental factor for the Army to become a solid support for the Party, the State and the people.

Third, the Central Military Commission has led the entire army to basically complete the adjustment of the organization of a lean, compact, and strong force, creating a solid premise for building a revolutionary, disciplined, elite, and modern People's Army.

It can be affirmed that in the past term, the Central Military Commission has been resolute in leading and directing the adjustment of the organization of the Army with a scientific and methodical roadmap and steps. The Army has become a bright spot in implementing the Party and State's policy on streamlining the organization and apparatus.

The important thing is that, after the adjustment, the units quickly went into operation, leaving no gaps in the implementation of military and defense tasks. In particular, this arrangement and adjustment has contributed to strengthening the combat strength of the entire army, fully preparing the conditions for us at this Congress to resolve the policy of building a revolutionary, disciplined, elite, and modern People's Army. 5 years earlier than the target set by the 11th Army Party Congress and the 13th National Party Congress.

Fourth, the Central Military Commission and Party committees at all levels have led the entire army to perform well the functions of a combat army, a working army, and a production labor army.

Under the leadership of the Central Military Commission and Party committees at all levels, agencies and units have focused on innovation and improving the quality of training, exercises, and education.

During the term, the entire army organized thousands of safe and high-quality drills, including dozens of large-scale drills directly commanded by the Ministry of National Defense, with many forms of combat on different scales, using many types of weapons and technical equipment produced by our army itself.

Units strictly maintain discipline and combat readiness; regularly grasp the situation in the airspace, sea, border, inland, cyberspace, especially in key areas and hotspots, promptly and successfully handle situations; closely coordinate and cooperate with the People's Public Security and forces in the political system, absolutely protect the safety of important political events of the Party and State, especially the celebration of major national holidays such as the 70th anniversary of Dien Bien Phu victory, the 50th anniversary of the Liberation of the South, National Reunification, the 80th anniversary of the successful August Revolution and National Day September 2 with the participation and direct observation of millions of compatriots, soldiers nationwide and international friends.

The work of propaganda, mobilization, and assistance to the people has achieved many outstanding results and marks. The army always stands side by side with the people in economic, cultural, and social development; accompanies the people in eliminating hunger, reducing poverty, eliminating temporary and dilapidated houses, with many meaningful and humane activities and deeds.

In particular, military officers and soldiers are always the core, shock force, and pioneers in preventing and fighting natural disasters and epidemics, and in search and rescue; not afraid of hardships and sacrifices, and ready to be present in key and dangerous places to rescue and protect the lives and property of people, both domestically and internationally.

In the field of labor production, economic development, and the combination of defense and economy, the Army has also made many positive marks. Not only are the units well-trained and highly combat-ready, they are also proactive and active in increasing production, practicing thrift, and practically improving and enhancing the lives of soldiers.

Military enterprises have affirmed their reputation through productivity, quality, and production and business efficiency; many large projects and key national projects have been entrusted by the State to military enterprises to undertake, especially projects in difficult areas, borders, and islands.

Fifth, the defense industry has made breakthrough developments, international integration and defense diplomacy have made many new marks .

The Central Military Commission has directed the entire army to effectively implement Resolution No. 08-NQ/TW dated January 26, 2022 of the Politburo on promoting the development of the defense industry until 2030 and the following years, with many breakthrough results and successes; in particular, we have mastered a number of basic and core technologies, successfully researched and manufactured many types of weapons and modern technical equipment.

These are missile complexes, infantry fighting vehicles, armored personnel carriers, self-propelled artillery, ship artillery, unmanned aerial vehicles (UAVs) and many other modern weapons, equipment and vehicles. This is a very important premise for us to move faster and stronger in the process of modernizing the Army. This is a particularly outstanding highlight of the Party Committee of the Army in the past term. This is proof of the truth: When the policy is correct and the action is decisive, there will be good results.

International integration and defense diplomacy have been actively, proactively, firmly, flexibly and effectively implemented, affirming its role as one of the pillars of the Party's foreign affairs, State diplomacy and people's diplomacy. The army has actively participated, with high responsibility to the international community, in responding to non-traditional security challenges; actively and effectively participated in United Nations peacekeeping activities.

Sixth, the Party Committee of the Army is built to be clean and strong, exemplary in politics, ideology, ethics, organization and cadres, and is one of the exemplary Party Committees in the whole Party .

The Central Military Commission has well implemented four major groups of tasks and solutions for building the Army Party Committee as set forth in the Resolution of the 11th Army Party Congress.

Typically, the contingent of cadres and party members has a strong political stance, ethics, a clean and healthy lifestyle, a high sense of responsibility, is a pioneer and exemplary role model in all fields. There are many solutions to strictly maintain discipline and order, promote the qualities of "Uncle Ho's soldiers", resolutely fight against individualism; prevent signs of degradation in political ideology, ethics, lifestyle, corruption, waste, and negativity; actively and proactively protect the Party's ideological foundation, and fight against erroneous and hostile viewpoints.

The leadership capacity and fighting strength of the entire Party Committee of the Army are constantly improved, contributing to maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army.

In general, the Party Committee of the Army has excellently completed its tasks in accordance with the Resolution of the 11th Party Congress of the Army, making important contributions to the completion of the tasks of the 13th Party Congress, building a streamlined, strong, disciplined, elite, modern, politically steadfast military force, absolutely loyal to the Party, the country and the people, well implementing the Strategy to protect the Fatherland in the new situation, not being passive or surprised.

Build a proactive national defense strategy; master and manufacture many modern weapons and equipment, complete many special national defense tasks, and maintain a peaceful environment for national stability and development.

The achievements in the leadership and direction of the Party Committee of the Army in the past term were enormous, contributing significantly to the achievements and results of the implementation of the Resolution of the 13th National Party Congress. On behalf of the Party and State leaders, I warmly congratulate the achievements and results that the Party Committee of the Army and the entire army have achieved in the past 5 years.

In addition to the above-mentioned outstanding advantages, in leading and directing the implementation of tasks, the Party Committee of the Army and the entire army also have some limitations and shortcomings as stated in the Political Report. With the spirit of looking straight at the truth, stating the truth, and respecting the truth, I propose that the Congress continue to discuss and analyze to clarify the limitations and shortcomings, point out the causes and responsibilities, and propose solutions to overcome them completely, not allowing limitations and weaknesses to persist, accumulating from small to large, from less serious to serious.

Dear comrades!

Ahead of us is a wide open horizon, full of opportunities and challenges. How can we successfully achieve the country's two 100-year goals? How can we successfully implement the Resolution of the 14th Party Congress? How can we create a peaceful and stable environment for the country; to develop the economy and society rapidly and sustainably; and to make people's lives truly free, prosperous and happy? The army must be the main force to carry out the above tasks.

That situation has set new and higher requirements for military and defense tasks, requiring us to have strategic decisions that adapt to the new situation. The Political Report presented to the 12th Congress of the Party Committee of the Army has determined the directions, goals, military and defense tasks and the building of the Party Committee of the Army for the 2025-2030 term with comprehensive content, strategic scope and high feasibility. To successfully implement those directions and goals, I suggest that comrades study and implement well " 2 steadfastness, 2 promotion and 2 prevention ".

The two steadfastnesses are:

First: Firmly follow the Party's military and defense policies.

This requires the Party Committee of the Army and the entire army to thoroughly grasp and effectively implement the viewpoints, guidelines, policies and strategies of the Party and State on military and national defense; especially the guidelines on all-people national defense, people's war, and the "four no's" national defense policy with the nature of peace and self-defense; effectively implement the motto of relying on the people, the people are the root, the subject, the center of the cause of building and defending the Fatherland, at the same time, highly promote the core role of the People's Army in the cause of consolidating national defense and protecting the Fatherland, together with the people and the entire political system to build a strong, modern all-people national defense with enough potential and strength to firmly protect our beloved Fatherland.

Second: Resolutely build a politically strong Army, contributing to maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army.

This is an immutable principle in building a new, revolutionary army, born from the people, fighting for the people, and closely connected with the people. In particular, the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels in the entire army need to pay special attention to building the political and spiritual factors for the troops, ensuring that the Army always adheres to Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints and guidelines, adheres to the goal of national independence and socialism, is always a political force, a fighting force absolutely loyal and trustworthy to the Party, the State and the people; ensuring that cadres and soldiers always have a high fighting spirit, dare to face and overcome difficulties and challenges, dare to fight, are determined to fight, and know how to fight and win.

2 boosts are:

First: Promote the building of a revolutionary, disciplined, elite, and modern Vietnam People's Army.

In particular, the "revolutionary, regular, elite" elements have been constantly built and developed over more than 80 years of building, fighting, winning and maturing of the Army; however, they need to continue to be promoted and further developed in the new period.

Especially in the current period, it is necessary to attach importance to promoting the cultural values ​​of "Uncle Ho's soldiers"; strengthen education, training and practice of soldiers so that officers and soldiers are not only politically steadfast and elite in combat, but also elite in civil defense, responding quickly and effectively to non-traditional security challenges.

The “modern” element has made a breakthrough in the last term. Up to now, the foundation has been solid, the conditions have converged, we need to promote the construction of modernity right now, right in this term.

Modernity must be compared to other countries in the world and the region, not just compared to ourselves in previous years . To realize the goal of modernity, along with promoting the building of modern people in the Army as a prerequisite, the fundamental and sustainable solution is to promote breakthroughs in the development of an autonomous, self-reliant, self-reliant, dual-use, modern defense industry; at the same time, promote breakthroughs in the development of science, technology, innovation and digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo.

Second: Promote international integration and defense diplomacy. The focus is to thoroughly grasp and effectively implement Conclusion No. 53-KL/TW of the Politburo on international integration and defense diplomacy until 2030 and the following years, Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; promote defense cooperation on both bilateral and multilateral levels; handle harmoniously and flexibly defense relations and cooperation with other countries, especially in the context of fierce competition among major countries, increasing attraction and gathering of forces.

Our goal is to maintain a strategic balance in foreign relations in general, and in defense diplomacy in particular, contributing to creating and maintaining a peaceful and stable environment, protecting the Fatherland early and from afar, while at the same time continuing to effectively participate in United Nations peacekeeping activities, search and rescue, and disaster relief, contributing to bringing the image and cultural values ​​of "Uncle Ho's Soldiers" to the international level.

2 preventions are:

First: Prevent the risks of war and conflict.

This is an important, consistent and urgent requirement in the current period; requiring the Central Military Commission, the Ministry of National Defense and the entire army to regularly grasp, study and clearly assess the development trends of the situation, promptly advise the Party and State on strategic policies to successfully handle military and defense situations; policies to keep "warm inside, peaceful outside", "peaceful inside, quiet outside", associated with building a strong People's Army and national defense to maintain peace, prevent all plots to violate the independence, sovereignty, unity and territorial integrity of the Fatherland, and repel all risks of war and conflict.

Second: Prevent all manifestations of degradation in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party Committee of the Army and the entire army.

The Party and the State have great confidence in and at the same time set very high requirements for the Party Committee of the Army and the entire army in implementing this content, which is to prevent degradation right from the seed, right at its manifestation state, and absolutely not let it blossom and develop into degradation and, even more, "self-evolution" and "self-transformation".

To do so, the Party Committee of the Army must pay special attention to Party building, linking the building of a clean and strong Party Committee with the building of a comprehensively strong and "exemplary" agency and unit. Regularly uphold the Party's organizational and operational principles, especially the principles of democratic centralism, self-criticism and criticism; strengthen inspection and supervision work; and constantly improve the leadership capacity and fighting strength of Party committees and organizations at all levels.

Focus on building a strong, dedicated, and prestigious army cadre team with the unit and the people, well-suited to the requirements of tasks in the new situation.

The Party, the State and the people always trust and have great expectations for the Vietnam People's Army. To successfully implement the above 6 main contents, I hope that the Party Committee of the Army and the entire army need to "converge solidarity, converge will, converge talent, converge strength" .

Accordingly, the entire army must have high internal solidarity and military-civilian solidarity to create strength. The entire army has one will; the army and the people have one will to act decisively and in the right direction.

The entire army must strengthen the attraction, training, and utilization of talents to effectively serve the cause of building the army and consolidating national defense. These are also important factors for the entire army to successfully perform the functions of a fighting army, a working army, a production labor army, and to excellently complete tasks in all situations.

With that spirit, immediately after this Congress, we must quickly implement the contents of the Congress's resolutions, immediately put the Resolution into practice; not allowing any delay or gap between the resolutions at the Congress and their implementation in practice.

Promoting the heroic and glorious tradition of more than 80 years of building, fighting, winning and growing, along with the great achievements that the Party Committee of the Army and the entire army have achieved in recent years; under the absolute and direct leadership in all aspects of the Party, the centralized and unified management and administration of the State, we believe that the Vietnam People's Army will continuously grow stronger, have high overall quality and fighting strength, act as the core with the entire people to firmly protect the socialist Fatherland of Vietnam, maintain and consolidate a peaceful and stable environment to build and develop a strong, prosperous, civilized and happy country, and steadily advance towards socialism.
