Vice Chairman of the National Assembly Nguyen Duc Hai paid an official visit to Türkiye

From September 26 to 29, the Vietnamese National Assembly delegation led by Party Central Committee member and National Assembly Vice Chairman Nguyen Duc Hai paid an official visit to Türkiye at the invitation of the Turkish Parliamentary leadership.

Turkish Vice President Cevdet Yilmaz expressed his delight at the positive and substantial results in the cooperation relationship with Vietnam in recent times, with many outstanding features. Vietnam is currently Turkey's second largest trade partner in ASEAN. Turkey has officially implemented e-visa issuance for Vietnamese citizens, helping to simplify travel and work procedures between the two countries. Turkish enterprises have participated in the construction of Long Thanh International Airport project - a key national project of Vietnam. Defense cooperation between the two countries has also been promoted, with important milestones such as the visit to Vietnam of the Turkish Defense Minister and the Defense Agreement between the two Defense Ministries .

Turkish Vice President Cevdet Yilmaz asked Vietnam to support Turkey's proposal to establish a Full Dialogue Partnership with ASEAN and its New Asia Initiative - a foreign policy aimed at strengthening cooperation with Asian countries, including Vietnam; highly appreciated Vietnam's active role in supporting Turkey's participation in important regional defense mechanisms such as ADMM+ (ASEAN Defense Ministers' Meeting Plus) and inviting Turkey to attend the 13th EAMF (East Asia Foreign Ministers' Forum Plus). The Vice President hoped that Vietnam would continue to be a bridge and strong support for Turkey in further deepening cooperation with the region.

The Vice President of the National Assembly affirmed that Vietnam attaches importance to strengthening the friendship and comprehensive cooperation with Türkiye; expressed his joy at the development of the relationship between the two countries, through the two countries regularly sharing and supporting each other in times of difficulty and adversity. Türkiye has donated medical supplies, supported Vietnam in fighting the Covid-19 pandemic (January 2022), and supported Vietnam in overcoming the consequences of Typhoon Yagi (December 2024). During the earthquake disaster that occurred in the Southeast of Türkiye (February 2023), the Government and People of Vietnam provided 900,000 USD and for the first time sent 2 rescue teams to participate in international rescue operations to help Türkiye overcome the consequences.

Besides the achieved results, the two leaders agreed that there is still much room and great potential for cooperation between the two countries.
To create a breakthrough in bilateral relations in the coming time, the two leaders pledged to promote political trust, aiming to soon upgrade Vietnam-Türkiye relations to a new Partnership framework.
The two sides need to promote the overall relationship through increasing delegation exchanges at all levels and expanding relationship channels from the Government, Party, National Assembly to People's channels, while continuing to effectively implement existing cooperation mechanisms such as the Vietnam-Turkey Joint Economic-Trade Committee and Political Consultation.

Economically, the two sides agreed to promote each other's strategic gateway role: Vietnam is ready to be the gateway for Türkiye to access the ASEAN market, and Türkiye can be the gateway for Vietnamese goods to penetrate the markets of Middle Eastern and Southern European countries.
Vice President Cevdet Yilmaz proposed promoting trade balance between the two countries through strengthening cooperation in other areas such as tourism, services, etc.

Regarding defense cooperation, the two leaders proposed to continue to deepen defense cooperation on the basis of effectively implementing signed agreements on defense and defense industry, in accordance with the needs and capabilities of each country.

The two sides agreed to enhance people-to-people exchanges, promote tourism, and step up cooperation and local twinning, especially in the fields of tourism, culture, and cultural heritage conservation.

At the meeting, the delegation listened to the President of the Türkiye - Vietnam Business Council Reha Denemec introduce the organizational structure, goals and vision of DEIK and met and discussed with representatives of the Turkish business community who are interested and wish to cooperate and invest in Vietnam.

The two sides agreed that Vietnam and Türkiye share many things in common: Both countries have a long cultural history and traditional relations built on common values ​​and aspirations of their people, and have emerged as fast-growing and dynamic economies in the region.

Mr. Reha Denemec emphasized that the bilateral relationship between Türkiye and Vietnam is growing stronger, especially after the official visit to Türkiye by Prime Minister Pham Minh Chinh at the end of 2023. Trade turnover between the two countries reached more than 2.3 billion USD in 2024. Vietnam is Türkiye's second largest trading partner in ASEAN.

Türkiye is the largest direct investor from the Middle East in Vietnam with more than 40 valid investment projects. Vietnam is one of the most attractive markets in the ASEAN region. Similarly, with its strategic location as a gateway to Europe, Asia and the Middle East, Türkiye is an ideal destination for Vietnamese enterprises and corporations wishing to expand access to European and Middle Eastern markets.

Mr. Denemec affirmed that the relationship between the two countries still has a lot of room for development and proposed a number of measures to promote and diversify bilateral trade relations.

Accordingly, he suggested that the two sides should increase the exchange of delegations at all levels, especially high-level ones, regularly organize online seminars and business forums, and focus on cooperation in areas with great potential such as tourism, technology, services, agricultural construction and education, etc.

Vice Chairman of the National Assembly Nguyen Duc Hai thanked DEIK for its warm welcome to the delegation and highly appreciated the importance of DEIK and its member organizations, especially the Vietnam - Türkiye Business Council, in promoting trade relations between the two countries.

The Vice Chairman of the National Assembly highly appreciated the participation of the Turkish ICTAS Construction and Industry Corporation in the construction of the Long Thanh International Airport project - a key national project of Vietnam - ahead of schedule; and affirmed that Vietnam will continue to create all favorable conditions, including completing the legal corridor for Turkish investors to operate in Vietnam.

Vice Chairman of the National Assembly Nguyen Duc Hai also proposed that the two sides should promote cooperation and development in high-tech fields such as semiconductor technology and artificial intelligence; continue cooperation in defense, security and defense-related industries; strengthen cooperation in tourism, culture, heritage conservation, and jointly develop tangible and intangible cultural assets.

At the meeting, representatives of the Turkish business community in many key areas such as energy, infrastructure, healthcare, defense industry, administrative services and state management, etc. introduced to the working delegation their cooperation capacity and areas of expertise; at the same time, proposed cooperation orientations and made some specific recommendations to create more favorable conditions for their business and investment activities in Vietnam.

Vice Chairman of the National Assembly Nguyen Duc Hai acknowledged these important proposals and pledged to forward them to relevant Vietnamese agencies for consideration.

The Vice Chairman of the National Assembly expressed his hope that in the future, more and more Turkish businesses will come to learn about and invest in the Vietnamese market, thereby contributing to promoting bilateral economic cooperation.

+ On the same day, the Vice President of the National Assembly had meetings with Deputy Governor of Istanbul Elif Canan Tuncer, Honorary Consul of Vietnam in Istanbul Ali Tezolmez, and visited Ambarli port - one of the four ports with the largest capacity in Türkiye.
