Deputy Prime Minister Mai Van Chinh: Tay Ninh strives to achieve 10% growth

On the morning of September 26, Deputy Prime Minister Mai Van Chinh and leaders of ministries and branches had a working session with leaders of Tay Ninh province to remove difficulties, promote production, business, import and export, develop infrastructure, social housing, national target programs and disburse public investment capital in 2025.

Reporting to the working delegation, Mr. Huynh Van Son, Vice Chairman of Tay Ninh Provincial People's Committee, said that in the first 9 months of 2025, the province's economy maintained a high growth momentum; the gross regional domestic product (GRDP) is estimated to increase by 9.63%, exceeding the scenario assigned by the Government. To date, 82% of communes have met new rural standards. The province has granted 127 new domestic projects with a total registered capital of more than 30,000 billion VND; attracted 154 more FDI projects, raising the total capital to over 24 billion USD. The number of newly established enterprises reached 3,140, ​​an increase of 51% over the same period in 2024.

Exports reached 13 billion USD (up 9.5%), imports were nearly 10 billion USD (up 15.7%). Total retail sales of goods and services reached over 163,500 billion VND, up 15.5%. Budget revenue was over 37,400 billion VND, equal to 105% of the estimate; budget expenditure was over 27,700 billion VND. The province disbursed public investment capital of over 8,788 billion VND (54.91% of the plan), disbursement of national target programs reached 60%. The temporary housing elimination program completed 924 units, and at the same time, started 4 social housing projects with nearly 1,600 apartments.

Key infrastructure projects, especially highways and beltways, are being accelerated. Social culture is developing steadily, and social security is guaranteed. Tay Ninh sets a growth target of 9.3% for the whole year of 2025; focusing on improving the investment environment, promoting public investment disbursement, developing infrastructure and social housing, and accompanying businesses for sustainable development.

According to Chairman of Tay Ninh Provincial People's Committee Nguyen Van Ut, the results achieved are the efforts of the entire political system, especially in the context of the locality having just gone through a merger period with many difficulties that need to be resolved. However, one of the major obstacles at present is the progress of disbursement of public investment capital. After implementing the 2-level local government model, district-level investors changed, creating many additional administrative procedures, slowing down the disbursement progress. Currently, the disbursement rate is about 64 - 67%, lower than the tradition of many consecutive years of being in the high group of the whole country.

In addition, the digital infrastructure of the two localities before the merger was not synchronized, affecting the processing of records on the public service portal. The staff at the commune level has not been able to meet the increased workload when taking on additional district-level tasks, while the staffing is limited. Although the province has seconded more than 40 officials from the provincial level to the grassroots level, it is still not enough to meet the demand.

Tay Ninh Province recommends that the Government, especially the Ministry of Home Affairs, study and adjust the payroll framework to suit the characteristics of each locality to reduce pressure on the grassroots. The Ministry of Finance considers the mechanism of regulating 20% ​​of revenue from land use fees, because if applied, it will greatly affect the capital balance for key projects, especially regional infrastructure.

In his speech, Deputy Prime Minister Mai Van Chinh acknowledged the outstanding results achieved by Tay Ninh in the past 9 months; at the same time, he highly appreciated the efforts and determination of the locality, but also pointed out some limitations such as: growth is not really sustainable, traffic infrastructure is still lacking synchronization, budget revenue is not stable, and border security is still potentially complicated.

The Deputy Prime Minister suggested that Tay Ninh strive to achieve a growth rate of 10%, higher than the proposed scenario; emphasizing that after merging with the old Long An, Tay Ninh has more potential and advantages to make a breakthrough. "Therefore, the province must be stronger than before."

To achieve the goal, the Deputy Prime Minister requested that localities focus on a number of key tasks such as: maximizing competitive advantages and development opportunities; promoting administrative reforms, creating a favorable investment and business environment; shifting the economic structure towards modernization. The province focuses on industry, trade, services, tourism and high-tech agriculture; mobilizing and effectively using investment resources, especially public investment. The locality prioritizes the development of infrastructure, especially synchronous and modern transportation; ensuring social security, improving people's lives, focusing on environmental protection, maintaining national defense and border security; continuing to streamline the administrative apparatus, improving the capacity of staff, meeting development requirements.

Deputy Prime Minister Mai Van Chinh directed ministries and branches to focus on removing specific obstacles for Tay Ninh, from capital, finance, anti-landslide to implementing the resolution; emphasizing that development conditions are ready, Tay Ninh needs to be determined and take drastic actions in the last 3 months of the year to achieve the highest socio-economic goals, ensure security, improve people's lives...
