Responding to Storm No. 10: Quang Ninh stops issuing ship licenses

In the face of the complicated developments of storm No. 10, on September 27, the Quang Ninh Provincial Civil Defense Command requested the Department of Construction, Quang Ninh Maritime Port Authority, Inland Waterway Port Authority, People's Committees of coastal localities, and People's Committees of Special Economic Zones to temporarily stop granting licenses to unqualified watercraft to operate at sea; and temporarily stop granting licenses for sightseeing and accommodation activities at sea.

Accordingly, the suspension will start from 6 p.m. on September 27. It is possible to consider allowing vehicles offshore to move to their anchorage and shelter, but this must be completed before 9 p.m. on the same day. The suspension of licensing will end when there is the final news about storm No. 10.

All 109 passenger ships, 370 cruise ships and fishing boats at sea have been notified and are ready to return to shore when ordered. Currently, there are no more guests staying at the island tourist spots.
Owners and workers at 7,929 aquaculture facilities (including 800 at sea) have been warned to proactively prevent the spread.

According to the report of the People's Committee of Quang Ninh province, the province has activated its response plan since the evening of September 26. The Border Guard of Co To Special Zone fired 12 flares to call on ships to take shelter and will continue until the last information about the storm is available. The People's Committee of Quang Ninh province also issued Official Dispatch No. 3507/UBND-TC, requesting departments, branches and localities to urgently deploy response measures, absolutely not to be subjective or negligent.

The People's Committees of communes, wards and special zones are assigned the responsibility of clearly assigning people, tasks and areas; organizing the calling of boats to safe shelters, reinforcing aquaculture cages, protecting houses, warehouses and infrastructure works, and at the same time fully preparing forces, means and necessities according to the "4 on-site" motto.

For mountainous areas, local authorities must closely monitor heavy rains and promptly warn each household, especially in areas at risk of landslides, slopes, hillsides, etc., to proactively evacuate and ensure people's safety.

The Department of Agriculture and Environment is assigned to closely monitor storm developments, direct localities to respond appropriately; guide reservoir management units to monitor water levels and proactively develop safe regulation plans when the rain lasts for a long time.
The Department of Construction directed the Inland Waterway Port Authority to review the number of tourist and passenger ships on island routes; inform ship owners about storm developments, strictly implement the sea ban; and at the same time prepare forces and means to handle traffic incidents when there are landslides and flooding.

The Provincial Military Command, Provincial Police, and Provincial Border Guard are required to prepare rescue forces and vehicles and coordinate with local units to deploy rescue response when situations arise.

According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 is moving nearly twice as fast as the average speed, has strong storm intensity, a wide range of influence, and can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
