On the afternoon of September 12, continuing the 49th session, the National Assembly Standing Committee gave its second opinion on the preparations for the 10th session of the 15th National Assembly, scheduled to open on October 20.

Reporting on some issues regarding the preparation for the session, National Assembly Secretary General Le Quang Tung said that it is expected that at the 10th session, the National Assembly will consider and decide on 43 draft laws and resolutions related to legislative work; 12 groups of contents on socio -economics, the State budget, supervision and other important issues. In addition, there are 13 groups of contents that agencies will send reports to National Assembly deputies for study.
Mr. Tung also said that the total working time of the National Assembly at the 10th session is expected to be about 42 days; at the same time, he asked for the opinion of the National Assembly Standing Committee on 2 time arrangement options. In which, option 1, the session will be held in 2 phases with a break of 8 days between the 2 phases, expected to open on October 20 and close on December 18. Option 2, the National Assembly will meet continuously so that the session will end early (expected to close on December 12; reserve date is December 13).
Chairing the discussion session, National Assembly Chairman Tran Thanh Man emphasized that at the end of 2025, many tasks need to be focused on, including preparations for the 14th Party Congress scheduled for January 2026, to elect deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term on March 15, 2026.
The National Assembly Chairman proposed holding continuous meetings and arranging meetings on Saturdays to shorten the time, because the workload at the end of the term is very heavy.

Chairman of the Economic and Financial Committee Phan Van Mai shared at the 10th session that the Economic and Financial Committee was assigned to preside over the review of 34 contents, including 15 legal documents. "With these 34 contents, the Committee has only received 5 documents so far, and 29 contents are not available yet," said Mr. Mai.
Emphasizing that the time is very urgent, including major contents such as amending the Land Law and the Planning Law, Mr. Mai suggested that agencies need to coordinate smoothly because in reality, recently, some ministries and branches have been somewhat cautious, and have not yet asked for the Government's opinion before sending it to the National Assembly agencies.

Reporting at the meeting, Deputy Prime Minister Le Thanh Long said that the Government has been working day and night to prepare the contents to be submitted to the National Assembly. However, as reflected by the Secretary General and members of the National Assembly Standing Committee, the submission of dossiers and documents has been slow so far.
Mr. Long also said that among the draft laws presented at the 10th session, there are two extremely important laws: the Land Law and the Planning Law. "The Government has already discussed amending the Land Law, but this is too difficult, and there are still many different opinions. The spirit is that the Prime Minister will give instructions, there will be another meeting to discuss again in the Government, and if there are any problems, they will be reported to the Politburo, the leadership agencies and the National Assembly," Mr. Long informed.

Regarding time, Deputy Prime Minister Le Thanh Long agreed with the plan to hold continuous meetings without breaks between meetings to ensure continuity and handle a large volume of work.
Concluding the discussion, National Assembly Chairman Tran Thanh Man suggested closely following regulations to prepare the content of the session to ensure both conditions and quality. He suggested the Government carefully review and revise the draft laws that are eligible for approval at the upcoming session.
"At this 10th session, whatever we do, we cannot ignore the revised Land Law. This is an issue that the Politburo and the Party Central Committee have given their opinions on. Whatever the Central Committee gives its opinions on, we will do it, and resolve it. Don't go too far because going too far is getting carried away," the National Assembly Chairman emphasized, adding that if the revised Land Law and Planning Law are not passed at the 10th session, it will be very difficult for the two-level authorities because the localities are all waiting.
He also asked the National Assembly agencies to be resolute and ready to work until 2-3 a.m., applying information technology and artificial intelligence to handle the workload of 47-50 draft laws at the 10th session. "We must coordinate so that at the last session of the 15th National Assembly, we can mobilize all resources and launch a general offensive to complete this 10th session in the most complete way," the National Assembly Chairman emphasized.
