
The book has pointed out the positive results in the fight against corruption and negativity, along with efforts to build a clean and strong Party and political system, contributing to strengthening the trust of cadres, party members and people. Those results are associated with the leadership and direction of the General Secretary, Head of the Central Steering Committee on corruption and negativity prevention and control; with viewpoints and guiding thoughts on corruption and negativity prevention and control that have been affirmed, effectively promoted in practice, concretized and institutionalized into Party regulations and State laws; many creative, scientific and methodical ways of doing things have certainly become valuable lessons that can be considered as theoretical conclusions and orientations for corruption and negativity prevention and control activities.
However, many cases of violations by officials and party members (including high-ranking officials holding important positions) from the Central to many localities show the complex and arduous nature of this front. Especially from the "rescue flight" case that was recently tried, the process and criminal acts of officials with positions and power have caused outrage in public opinion. On the other hand, it is once again clear: The situation of harassment and negativity in the administrative and public service sectors has not been effectively prevented. Corruption in some areas is still serious and complicated, with increasingly sophisticated and cunning manifestations, causing outrage in society. Corruption and negativity are still one of the "fierce enemies", threatening the survival of our Party and regime...
It is thought that, from the theoretical and practical significance of the work, Party committees at all levels need to thoroughly grasp, continue to supplement and concretize it into programs and action plans and be determined to implement it. In particular, promote the spirit of self-criticism and criticism of each Party committee and organization; cadres and Party members, especially leaders, thereby enhancing responsibility, awareness of self-cultivation, training, and fighting against corruption and negativity in practice.
General Secretary Nguyen Phu Trong once emphasized: Strictly handling many officials, including high-ranking officials who have committed violations, is something no one wants, even very painful and heartbreaking; but for the common cause, for the strictness of Party discipline, the rule of law of the State, the purity, strength and prestige of the Party and State and the will of the people, we must do it, and resolutely do it. Discipline a few people to save thousands of people; and will continue to do it more resolutely and strongly in the coming time in the spirit of Uncle Ho's teaching: "Cut off a few worm-infested branches to save the whole tree".
In the current context, Party committees and authorities at all levels need to have a firmer grasp of the situation of cadres, civil servants and party members under their management; prevent and stop violations of cadres, civil servants and party members from the grassroots level. Prevent corruption and negativity early and from afar, both at the top and at the root. It is necessary to always thoroughly grasp and strictly implement the guiding ideology and viewpoint: "Words must go hand in hand with actions, there are no forbidden zones, no exceptions, regardless of who that person is, and not be influenced or pressured by any organization or individual".
