Due to the simultaneous opening of floodgates at hydroelectric reservoirs and the impact of storm No. 3, the water level of Lo River continuously rose, peaking at 10:00 p.m. on September 10 when the water level reached alarm level III, causing flooding of about 1,100 households living along the river in the communes of Phu My, Le My, Tri Quan, Ha Giap, Tien Du, An Dao and Binh Phu. The area of ​​rice, corn, crops and perennial trees of the people that were downed and flooded in the communes was about 244.5 hectares.... and many other damages. Total damage was estimated at over 20 billion VND.

Organizations prepare meals and necessities to send to people in flooded areas and functional forces on duty.

To minimize the damage caused by storm No. 3, the district established delegations led by the Secretary of the District Party Committee and the Chairman of the District People's Committee to directly inspect and direct the work of natural disaster prevention for 7 communes along the Lo River, requesting agencies, units and communes to urgently deploy natural disaster prevention work, response plans for floods, inundation, Lo River water overflowing the dike, dike breakage... that may occur. Especially for vulnerable points, concentrate forces to be ready to rescue, evacuate people and property of people in flooded areas to safe places; ensure no loss of life and property.

Long Chau area, Binh Phu commune, currently has nearly 300 households living. Floodwaters have isolated 200 households, forcing them to evacuate urgently. Lieutenant Colonel Nguyen Van Manh - Deputy Commander, Chief of Staff of the District Military Command said: "The District Military Command has mobilized regular forces, militia and Battalion 19 (General Staff of Military Region II) to coordinate with local forces to rescue the people. We have requested the Provincial Military Command to increase means to evacuate people from Long Chau area. By the afternoon of September 11, all 200 households, about 450 livestock and many poultry have been evacuated to a safe place. The Phu Ninh District Military Command is still standing side by side with the people, sending forces to help households affected by the consequences of the storm, to soon stabilize their lives."

Unified and determined in directing flood and inundation prevention to ensure human life safety, units, agencies and localities focused on mobilizing all resources to support and help 761 households in flood-hit areas evacuate people and property to safe locations.

At the time when the water level on the Lo River rose, it also caused some dykes in the communes of Binh Phu, Tien Du, Ha Giap, and Phu My to have some extruded and seeped veins through the dyke body, posing a potential risk of insecurity. With a proactive and timely spirit, the District Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) directly directed the mobilization of forces to thoroughly handle 11 extruded and seeped veins through the dyke body; built 100m of dyke to prevent overflow, built 460m of dyke, 10m wide, 3m high; handled incidents of 3 dykes across the dyke in the communes; requested forces to increase their 24/24h on-duty force; communes and towns in the middle of the land gathered materials, ready to support in vulnerable areas of 7 communes along the dyke when a situation occurred.

Currently, the water level of Lo River is gradually receding. In order to urgently overcome the consequences of natural disasters and focus on supporting people to stabilize their lives and restore production, the District Steering Committee for Disaster Prevention and Search and Rescue requests units and localities to mobilize forces and means to support people in flooded areas to repair houses and clean up the environment. Focus on directing the restoration of damaged infrastructure; especially prioritizing medical facilities, education , traffic works, irrigation and electricity to ensure living conditions for people. To prevent epidemics and ensure people's health, the District Health Center assigns staff to residential areas to guide people on measures to disinfect, sterilize, disinfect and clean areas that have been flooded for a long time in recent days.

Immediately after the storm, farmers urgently harvested rice with the motto "Green at home is better than ripe in the fields" to minimize damage.

Localities continue to monitor flood developments; proactively deploy the "4 on-site" plan to promptly handle and remedy any incidents related to irrigation works; carry out patrols and guard to protect dykes during the flood season according to regulations. For residential areas at risk of natural disasters (landslides, flooding, etc.), urgently evacuate people and their property to safe places; organize relief of food, necessities for households at risk of hunger, especially households in isolated areas; arrange temporary accommodation for households that have lost their homes; absolutely do not let people go hungry, cold, or have no place to live.
