In his directive speech, Lieutenant General Le Ngoc Hai, Commander of Military Region 5, requested Party committees and commanders of agencies and units to thoroughly grasp and strictly implement the "4 on-site" motto; strictly maintain command, on-duty, and combat duty regimes; proactively prepare forces and means, and be ready to mobilize to respond, rescue, and search and rescue when situations arise.
The Commander of the Military Region emphasized that units need to temporarily stop activities at construction sites, urgently inspect and reinforce warehouses, barracks, and reinforce houses, ensuring absolute safety for officers, soldiers, weapons, and technical equipment. At the same time, closely monitor the developments of storm No. 10, proactively coordinate with local authorities in grasping the situation of the area, the operation of boats, and propagandizing and mobilizing fishermen to strictly comply with the ban on going to sea.

In addition, units need to inspect key areas at risk of landslides, flash floods, and inundation to advise and propose plans to evacuate people to safe places, minimizing damage to people and property.
Immediately after the conference, the Military Region 5 Command established two working groups to inspect preparations for storm No. 10 at units stationed in Da Nang City.
Also within the framework of the conference, Military Region 5 deployed the task of being ready to fight to protect the 12th Party Congress of the Army, term 2025-2030, ensuring absolute safety in all aspects.

The Da Nang City Border Guard said that, in the face of the complicated developments of storm No. 10, the unit has strictly maintained a standing regime, ready to mobilize to carry out tasks. In addition to firing flares to call and prohibit boats from going to sea according to regulations, the units coordinated with local authorities and forces to organize propaganda, arrange boats at anchorage areas, especially at Tho Quang Fishing Port, where there are currently many boats coming to avoid the storm, and at the same time, instruct fishermen to tie their vehicles securely, avoid collisions when the storm comes, and minimize damage to the people.
Currently, officers and soldiers of Border Guard Squadron 2 (Son Tra) are organizing propaganda and guiding ships to anchor and avoid storms at fishing ports and other areas according to regulations.
