Focus on investment in developing high-tech industry

That is the content of the inspection report at the 21st session of the 10th City People's Council on the socio-economic development, national defense and security situation in 2024 and directions and tasks for 2025 presented by Head of the Economic - Budget Committee of the City People's Council Phan Thi Tuyet Nhung on the morning of December 11.

Head of the Economic - Budget Committee of the City People's Council Phan Thi Tuyet Nhung emphasized that 2025 has a particularly important meaning; the final year to focus on breakthroughs, strive to achieve the highest results in implementing the Resolution of the 22nd City Party Congress and the socio-economic development goals for the 2020 - 2025 term.

This requires the city to focus on overcoming limitations and difficulties in 2024, promptly and flexibly implementing new policies and strategies to create changes right from the beginning of the year.

The Economic - Budget Committee agreed on the target of a minimum growth rate of 9% in 2025 and strives to reach 10% as a driving force to strive to implement socio-economic development tasks for the new period; agreed on the key tasks and solutions for 2025 according to the report of the City People's Committee.

The Economic - Budget Committee of the City People's Council proposed that the City People's Committee pay attention to a number of tasks focusing on restructuring plans for economic sectors, paying attention to investing in the development of high-tech industries according to the proposed planning and plans; urgently connecting traffic and drainage infrastructure, selecting investors for production and business in Cam Le Industrial Cluster; putting Hoa Lien Industrial Cluster into operation in conjunction with promoting investment; putting into operation the 13.1 ha land fund of Hoa Cam Industrial Park, phase 1.

The City People's Committee speeds up the site clearance of Hoa Nhon and Hoa Khanh Nam Industrial Clusters; actively coordinates with relevant ministries, branches and units to complete procedures to select investors for infrastructure of Hoa Ninh and Hoa Cam Industrial Parks, Phase 2; submits to the Prime Minister for approval the Project to establish the Da Nang Free Trade Zone; quickly promotes investment procedures, calling for strategic investors to invest in the Da Nang Free Trade Zone.

Along with that, approve the Project and promote investment attraction in the Concentrated Information Technology Park - Software Park No. 2; determine the starting price for auctioning premises for lease to ensure regulations are consistent with the practical situation of the locality, creating a stable investment environment to implement the goal of developing the city's key economic sector according to Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

The city's specific policies in the fields of science - technology, information - communication need to be implemented promptly and effectively to develop the start-up and innovation sector, attract many potential businesses to participate in the fields of semiconductor microchips and artificial intelligence, create new sources of revenue and have sustainable contributions to the city's economic development.

The city focuses on supporting investment in developing new tourism projects; continues to have effective plans and measures to improve the quality of the investment and business environment, and improve the PCI index; focuses on practical solutions to create conditions and support for small and medium enterprises to expand their scale, improve competitiveness and production capacity; researches new forms of investment, trade and tourism promotion; combines associations, unions and enterprises to improve the quality of promotion.

The task of site clearance for projects needs to be strengthened and well implemented; problems in procedures and documents need to be resolved; disbursement of public investment capital plans needs to be accelerated; public investment needs to continue to be restructured, focusing on key projects; and investment needs to be limited in fragmented, scattered, divided, wasteful, and ineffective.

The Head of the Economic - Budget Committee of the City People's Council also proposed that the city proactively use resources to implement policy mechanisms to concretize the implementation of Resolution No. 136/2024/QH15 of the National Assembly; newly issued policies and regimes; policies and regimes when merging agencies and administrative units; proactively review and evaluate the effectiveness of budget use to develop principles, criteria, and norms for budget expenditure allocation for the new budget stabilization period of 2026-2030.
