Accordingly, departments, branches, sectors and People's Committees of districts, towns and cities thoroughly instruct their subordinate units and organizations to seriously implement Decree 23 dated February 16, 2015 of the Government on issuing copies from original books, certifying copies from originals, certifying signatures and certifying contracts, transactions, and ensuring that when receiving administrative procedure dossiers, organizations and individuals are allowed to choose to submit copies of papers and documents and present the originals for comparison; the dossier recipient is responsible for self-checking, comparing and taking responsibility for the accuracy of the copies of papers and documents compared with the originals, and does not require organizations and individuals to submit copies from original books or certified copies.

Directing affiliated units and organizations to promote the implementation of administrative procedures in the electronic environment according to Decree No. 45 dated April 8, 2020 of the Government on implementing administrative procedures in the electronic environment, increasing the reception and use of electronic copies in handling administrative procedures; promoting the digitization of records and results of handling administrative procedures; returning electronic copies of results of handling administrative procedures.

Responsible for exploiting information in the National Population Database, national databases, specialized databases, through national identification applications, exploiting records, results of handling administrative procedures that have been digitized, issuing electronic copies to replace the requirement to submit paper copies when performing administrative procedures; actively coordinate with media agencies and newspapers to promote propaganda work so that organizations and individuals know and request certification of electronic copies from the original.

Regularly review, promptly rectify or propose competent authorities to rectify the situation of abusing the request to provide certified copies from the original when performing administrative procedures; report on integration in administrative reform work, Project 06 periodically sent to the Department of Home Affairs, Provincial Police to synthesize and report to the Provincial People's Committee.
