On July 15, Chairman of the People's Committee of Quang Nam province - Le Van Dung signed and issued Plan No. 5231 on training ethnic minority cadres, civil servants and public employees of localities through practical work at departments and branches of the province according to Project No. 10 of the Provincial Party Committee Standing Committee.

Accordingly, the training subjects are ethnic minority cadres, civil servants and public employees (hereinafter referred to as cadres) holding the position of deputy head of specialized department and equivalent or higher of the People's Committees of mountainous districts assigned to agencies and units of provincial departments and branches according to the sectors and fields in need.

The plan is implemented in the form of seconding cadres, for a period of no more than 6 months to foster and improve professional and technical capacity according to the "4-step" process for the State sector, from reviewing needs, issuing secondment plans of the People's Committee at the district level, to the process of receiving and arranging work of the agencies where the cadres are seconded and deciding to end the secondment, as well as implementing personnel arrangement after secondment.

As for the Party, Front and mass organizations, they will follow the current regulations on decentralization of management or apply the "4-step" process like the State sector. In addition, the regime and policies for cadres assigned on secondment will follow the provisions of the Law on Cadres, Civil Servants, the Law on Public Employees and other relevant regulations.
