New regulations on specialized data transmission networks for Party and State agencies

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 33/2025/QD-TTg dated September 15, 2025 on a specialized data transmission network serving Party and State agencies.

The Decision consists of 4 Chapters and 20 Articles regulating the operation of the specialized data transmission network serving the agencies of the Party, State, and Vietnam Fatherland Front (hereinafter referred to as the specialized data transmission network).

How to organize, manage and operate a dedicated data transmission network

The Decision provides specific regulations on the organization, management and operation of the dedicated data transmission network. Specifically, the dedicated data transmission network is a national-scale information system, connecting from the central to the commune level to serve the Party, State and Vietnam Fatherland Front agencies and for central and local agencies and organizations to use and exploit together to serve socio- economic development, ensuring efficiency and avoiding waste.

The dedicated data transmission network includes the following components: backbone network; access network; operations center in Hanoi; three network operation centers in Hanoi, Da Nang, and Ho Chi Minh City.

In which, the backbone network serves to relay connections between the internal network, data center and information systems of agencies and organizations using the service together.

The backbone network includes: three regional centers, three backup centers, three urban networks in Hanoi, Da Nang, Ho Chi Minh City; provincial centers and connection gateways in provinces and cities. Specifically:

- The regional center includes a data center, network equipment, security equipment, transmission channels, and auxiliary systems installed to serve the connection transition between the North, Central, and South regions and within a region;

- The backup center is a domain center that serves to ensure network security, network information security and restore connections and services in case of incidents to the domain center;

- The urban network includes network equipment, security equipment, transmission channels, and auxiliary systems installed to serve the connection relay for the Party, State, and Vietnam Fatherland Front agencies at the central level in Hanoi, Da Nang, and Ho Chi Minh City and to relay connections to the regional center;

- The provincial center includes network equipment, security equipment, transmission channels, and auxiliary systems installed to serve the connection relay for Party, State, and Vietnam Fatherland Front agencies in the locality and to relay connections to the regional center;

- A gateway is a network device, security device or other device with equivalent functions to provide a connection interface between the provincial center, urban network and access network terminals.

Access network Includes terminals and transmission channels serving connections from the internal network, data center, and information system of the agency or organization using the service to the backbone network. The access network includes the level 1 access network and the level 2 access network.

Level 1 access network has a connection range from central to provincial level for agencies, organizations and connection subjects specified in Point a, Clause 1, Article 2 of this Decision.

Level 2 access network has a connection scope from provincial to commune level for agencies, organizations and connection subjects specified in Point b, Clause 1, Article 2 of this Decision.

The network operations center includes station infrastructure, hardware systems, software, and auxiliary systems installed to manage, operate, monitor, and control access to the backbone network and access network nationwide.

The network operation and exploitation center includes station infrastructure, hardware systems, software, and auxiliary systems installed to operate, monitor, and control access to the backbone network and access network within a domain.

The Decision clearly states: Specialized data transmission networks are managed, operated, and monitored through centralized management platforms and systems.

The specialized data transmission network provides a shared connection infrastructure to deploy virtual private networks for agencies and organizations in the political system (the Party's wide-area information network, the Government's wide-area information network - CPNet, the National Assembly, the Vietnam Fatherland Front, the People's Court, the People's Procuracy, ministries, ministerial-level agencies, agencies under the Government and provinces and cities), the secret network subsystem transmits information and data in the list of state secrets and other private telecommunications networks serving Party and State agencies (excluding private telecommunications networks serving national defense, security and cryptography).

Regulations on services, applications, platforms and connections

The Decision also regulates services and applications, platforms, specifically as follows:

Services provided on the dedicated data transmission network include: Virtual private network services; video conferencing services; dedicated Internet access services provided to the Central Party Office, the President's Office, the Government Office, the National Assembly Office, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, central Party Committees; other services as prescribed by the Ministry of Science and Technology.

Applications and platforms on the specialized data transmission network include: National digital platform; shared digital platform of sectors, fields, and regions; applications and shared platforms of agencies: Party, National Assembly, Government, Vietnam Fatherland Front, People's Court, People's Procuracy; applications and platforms of ministries, sectors, and localities.

Regarding the connection regulations, the Decision requires the components of the Dedicated Data Transmission Network to connect with each other using transmission channel infrastructure, ensuring redundancy for connections on the network. Agencies and organizations using the service connect with each other through the backbone network.

Specialized data transmission network connecting the National Data Center, data centers of the Party, National Assembly, Government, Vietnam Fatherland Front, People's Court, People's Procuracy, ministries, ministerial-level agencies, government agencies, provinces, cities; connecting with other telecommunications networks and information systems to serve the interconnection, synchronization, and state secrets in the digital transformation activities of the entire political system.

Data, platforms, and information systems of using agencies are interconnected and synchronized with each other via a specialized data transmission network in compliance with legal regulations and the National Digital Architecture Framework.

Unify IP addresses, connection parameters, connection ports and routing policies on the dedicated data transmission network.

Ensuring network security, network information security, state secrets

Regarding ensuring network security and network information security, the Decision stipulates that specialized data transmission networks must fully deploy measures to ensure network security and network information security according to legal regulations.

Data centers, information systems, and internal networks must be inspected before connecting to the dedicated data transmission network and ensure network security and network information safety according to the provisions of law.

Dedicated data transmission networks are monitored for network security, network information security and centralized access control to access network terminals through the use of centralized management platforms and systems.

The information system and internal network of agencies and organizations using the service must comply with Vietnam's technical standards and regulations on network security and network information security; connect and share information on monitoring network security and network information security according to current laws.

Terminal equipment of the access network must meet technical requirements to allow service separation; management and monitoring from the platform, centralized management system according to regulations of the Ministry of Science and Technology.

State secrets transmitted on the Specialized Data Transmission Network must comply with the provisions of the law on state secret protection and the law on cryptography. Data and information containing state secrets when transmitted on the Specialized Data Transmission Network must be classified and encrypted using cryptographic security solutions according to the correct level of secrecy and processed on systems that meet the corresponding security requirements, approved by competent authorities.

The authority in charge of data, platforms, and information systems shall preside over the development of plans and organize the implementation of interconnection within the scope of management to ensure measures to protect data and protect state secrets according to the provisions of law.

This Decision takes effect from the date of signing (September 15, 2025); replacing Decision No. 8/2023/QD-TTg dated April 5, 2023 of the Prime Minister on Specialized data transmission network serving Party and State agencies./.
