A working delegation of the People's Committee of Hue City led by Mr. Nguyen Thanh Binh - Permanent Vice Chairman of the People's Committee of the City inspected the preparation for the operation of the 2-level local government model in Huong Tra Town.

Up to this point, the locality has basically completed the work of arranging organization, personnel, facilities and public service units for 3 new administrative units: Huong Tra ward, Kim Tra ward and Binh Dien commune. The 2-level local government model officially came into operation from July 1, 2025.

The entire town has arranged more than 130 cadres, civil servants, public employees and workers for commune-level units, ensuring the correct staffing, titles and capacity to perform tasks. The organizational structure includes all specialized departments such as the Office of the People's Council - People's Committee, the Department of Economy - Infrastructure, the Department of Culture - Society and the Public Administration Service Center in each ward and commune.

Notably, 3 commune-level public service centers have been established in Huong Tra, Kim Tra and Binh Dien. These centers are organized according to an inter-sectoral model, providing essential public services such as urban order management, culture, education , health, land, etc. This is considered an important solution to bring public services closer to the people, shorten the processing time and increase service efficiency.

Huong Tra has also completed the transfer, dissolution and merger of public service units at the town level, ensuring a streamlined apparatus.

Specifically, the Vocational Education and Continuing Education Center was merged into the Regional Center 2 under the Department of Education and Training; the Project Management Board and the Land Fund Development Center were transferred to Hue City for management; the Urban Regulation Team was dissolved, and officials were transferred to commune-level centers. 35 schools in the area were also decentralized to the new local government for direct management.

By July 1, 2025, the entire town has 60 cases of cadres, civil servants, public employees and workers proposed to settle the early retirement or resignation regime according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP. This is a necessary step, contributing to renewing the apparatus in the direction of streamlining, efficiency, in accordance with the new organizational model.

Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh acknowledged and highly appreciated the proactive and decisive actions of Huong Tra Town in the preparation work, from personnel arrangement, infrastructure arrangement to completing the apparatus. "The operation of the 2-level local government model is a big step, requiring high determination, innovative thinking and proactive flexibility from the grassroots level," Mr. Binh emphasized.

Mr. Nguyen Thanh Binh noted that Huong Tra Town needs to continue to carefully review the actual situation, promptly resolve arising problems, and closely coordinate with departments and branches in perfecting the legal corridor, guiding administrative procedures, especially in sensitive areas such as land, construction, internal affairs, etc.

The human factor was especially emphasized by the Standing Vice Chairman of the City People's Committee. According to Mr. Binh, it is necessary to have a plan to arrange and mobilize staff with appropriate capacity, understanding of the area, and readiness to adapt to the new organizational model. In addition, the work of archiving records and managing data needs to be organized systematically and scientifically to serve the work of management, inspection and examination in the future.

On the same day, member of the City Party Committee, Vice Chairman of the Hue City People's Committee Nguyen Chi Tai and the working delegation inspected the preparation for the operation of the two-level local government in Long Quang commune, Nam Dong commune and Khe Tre commune (new).

According to the People's Committee of Phu Loc district, immediately after the meeting with the conveners of the communes/wards of the City Party Committee, the Phu Loc District Party Committee organized a meeting with the conveners of the communes/wards; issued decisions and plans of the Standing Committee of the Phu Loc District Party Committee on establishing a working group to direct the organization of activities and organize trial operations in the communes. Phu Loc commune is the first unit to conduct the trial operation, followed by the remaining communes; before June 27, 2025, the trial operation in the communes will be completed.

The leaders of Phu Loc District People's Committee and communes requested all levels, departments and branches to pay attention to supporting the budget for purchasing equipment at the Public Administration Service Center according to the instructions and requirements of the Government Office. Requested departments and branches to continue training and instructing on common software and specialized software to ensure smooth, effective and efficient operations.

Member of the City Party Committee, Vice Chairman of the Hue City People's Committee Nguyen Chi Tai highly appreciated the proactive preparation of the leaders of Phu Loc district and communes in the work contents related to the implementation of the two-level local government. At the People's Committee of Thuan Hoa District, Vice Chairman of the People's Committee of Hue City Hoang Hai Minh inspect and guide the preparation work for the operation of the two-level local government. Also attending were district leaders, representatives of city departments and agencies, and conveners of five wards in the area.

Acting Chairman of the District People's Committee Nguyen Dinh Bach reported on the implementation of the pilot operation of the two-level government model, the review and handling of backlogged administrative procedures, as well as the progress of preparing to hand over documents between units before the merger. In particular, the construction and arrangement of the Commune-level Public Administration Service Center is being urgently deployed, ensuring uninterrupted service to people and businesses from July 1.

According to Mr. Nguyen Dinh Bach, the district has established working groups, assigning specific tasks to each member to supervise operations in the wards. Currently, the conveners are urgently assigning work, drafting operating regulations, building personnel plans for specialized departments and preparing the content of the first ward People's Council meeting after its establishment.

In addition, Thuan Hoa district has organized many training courses on administrative skills, land management, construction order, information technology application and digital transformation for the staff and civil servants. Capacity building for this team is considered a key task to help the new government system quickly and effectively operate. The district People's Committee also directed departments and offices, especially the Department of Natural Resources and Environment, to urgently review and completely handle the backlog of land records that people have fulfilled their financial obligations, to avoid loss during the handover process.

At the meeting, representatives of departments and localities made recommendations on the need for funding for investment in facilities, equipment and operating software systems, and requested more specific guidance on processing documents and installing specialized software.

Vice Chairman of Hue City People's Committee Hoang Hai Minh highly appreciated the serious and responsible preparation of Thuan Hoa district, and at the same time requested the District People's Committee to direct departments and localities to quickly complete the remaining tasks, especially the apparatus of the Public Administration Center, ensuring that from July 1, the apparatus must operate smoothly and stably; requested the Department of Finance to soon arrange funding to support localities to invest in necessary equipment for newly established wards.

“We must arrange our time scientifically and make every effort to complete each part of the work to operate the system on schedule. After An Cuu ward, other units must conduct a trial operation of the HCC Center to ensure that all conditions from facilities, software, transmission lines to human resources... are ready,” Mr. Hoang Hai Minh directed.

To ensure a smooth and effective transition, on the afternoon of June 25, Quang Dien district organized a trial operation of the Party agencies, People's Council, People's Committee, Vietnam Fatherland Front Committee of the district and socio-political organizations of the new Quang Dien commune.

The trial operation content includes: Meetings of the Standing Committee of the Party Committee, the Standing Committee of the Party Committee and the Party Committee to carry out a number of tasks and powers regarding the organization; staffing; cadres, civil servants, public employees... to perfect the organization and apparatus at the commune level that will be put into operation immediately after its establishment.

Conducting trial operations and implementing regular business processes in the following areas: Organization, cadres; Party organization, Party members; internal political protection; inspection and supervision; office; propaganda, mass mobilization; internal affairs; Fatherland Front and socio-political organizations and some other contents.

Through the trial operation, the leaders and key officials of the new Quang Dien commune have promptly drawn experience and adjusted inappropriate points; gradually perfected the operational model in the direction of streamlining, effectiveness and efficiency; contributed to improving the quality of operations of the political system at the grassroots level, meeting the requirements of tasks in the new situation.

Meanwhile, Phu Vinh commune (new) also organized a trial operation. of the Party, People's Council, People's Committee, Vietnam Fatherland Front Committee and socio-political organizations. Attending the trial operation was Mr. Ho The Hung, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Phu Vang district.

The trial run aims to draw lessons, promptly adjust and perfect the new organizational structure, ensuring effective operation when the two-level local government model officially comes into operation on July 1.

On this occasion, the first meeting of the Commune Party Executive Committee, term I, 2025-2030, was held to approve the working regulations of the Commune Party Executive Committee and discuss and agree on a resolution to comprehensively lead political tasks in the last 6 months of the year; pilot the first session of the People's Council; pilot the organization of the first meeting of the Commune People's Committee to review and approve important related work contents; pilot the operation of the Public Administration Service Center to handle administrative records and procedures of organizations and individuals.

The organization of the trial operation of the Party agencies, People's Council, People's Committee, Vietnam Fatherland Front Committee and socio-political organizations in Phu Vinh commune after the rearrangement aims to ensure the apparatus operates smoothly, continuously, effectively and efficiently, contributing to building a modern government, better serving the needs of people and businesses.
