Reviewing the implementation of Resolution No. 68 on private economic development

Immediately after Resolution No. 68-NQ/TW was issued, the National Assembly, the Government, ministries, branches and localities promptly institutionalized and issued documents to put the policies into practice.

On the morning of September 26, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting to review the implementation of Resolution No. 68-NQ/TW (Resolution 68) of the Politburo on private economic development.

Reporting at the working session, the leader of the Ministry of Finance said that immediately after Resolution No. 68-NQ/TW was issued, the National Assembly, the Government, ministries, branches and localities promptly institutionalized and issued documents to put the policies into practice.

Propaganda work is carried out simultaneously, extensively, and richly in content and form at all levels of party committees, authorities, agencies, organizations, and to people and businesses.

Associations and the business community continue to respond, propose, and contribute many initiatives, solutions, and actions to accompany the Government in implementing the Resolution.

Recently, the Young Entrepreneurs Association organized the Vietnam Private Economic Forum 2025 with the theme "Unleashing potential - Creating Vietnam's future."

Through 9 local-level dialogue sessions, the Forum attracted more than 3,600 delegates, and more than 200 specific recommendations were compiled and sent to ministerial and high-level sessions.

Regarding the reduction and simplification of administrative procedures and business conditions, the Ministry of Finance said that as of September 22, 2025, the total number of administrative procedures expected to be reduced and simplified is 2,941/4,888 administrative procedures related to production and business activities (reaching about 60.2%); it is expected to reduce 2,263 business conditions in conditional business lines and occupations (expected to reach 31%).

According to the report of the Ministry of Finance, Resolution No. 68-NQ/TW has initially taken effect, positively impacting the market entry situation and business operations.

From May to now, on average, there are more than 19,100 newly established enterprises per month (of which June reached the milestone of more than 24,000 newly registered enterprises), an increase of nearly 48% compared to the average of the first 5 months of the year (12,907 enterprises/month).

Total state budget revenue in the first 8 months of 2025 of the whole country reached 1.33 million billion VND, equal to 80.7% of the year's estimate and increased by 31.8% over the same period last year.

Besides the achieved results, the implementation of the Resolution at the local level is still slow and not as expected.

At the working session, leaders of the Ministry of Finance and the Government Office discussed, proposed and recommended solutions to further promote the Resolution into life.

In his directive speech, Deputy Prime Minister Nguyen Chi Dung requested that functional units carefully check the progress of current projects, plans, and policies, and any problems, in order to come up with specific solutions.

The goal is to create an environment and mechanism to mobilize idle capital from the people to put into the economy. From there, spread the start-up movement nationwide, promote business activities of the private sector.

The Deputy Prime Minister noted that ministries, branches and localities should strengthen the review of specific projects, plans and programs. The presiding agencies should make more efforts, promote responsibility, be comprehensive and provide timely advice.

Regarding administrative procedures, the Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Justice to strictly control the issuance of new ones, avoiding the situation of "cutting old administrative procedures but issuing new administrative procedures that are not really necessary."

In addition, relevant agencies must review, control and promptly warn of tasks at risk of being overdue. If the implementation situation arises with new requirements according to the "breath of life", it must be reported and proposed to the Steering Committee to supplement and perfect the mechanism and policies. For overdue tasks, it is necessary to focus on urging and promoting.

Along with that, ministries, branches and agencies closely monitor the implementation of the following tasks: Technology application and transfer, connection of domestic and foreign schools and institutes, associations to take advantage of technology transfer and application of business households and foreign enterprises; access to land, infrastructure, and industrial parks of enterprises; support for enterprises' access to capital; breakthroughs and leadership in human resource training; support for enterprises in digital transformation.../.
