(Dan Tri) - According to representatives of some schools, with the current virtual rate, the draft to tighten early admission not exceeding 20% of the target just issued by the Ministry of Education and Training makes it difficult for schools to enroll students.
"Tighten" early admission time: Less chaos
According to the draft university admission regulations for 2025 recently released by the Ministry of Education and Training for public consultation, there are many new points regarding early admission.
Accordingly, the Ministry of Education and Training (MOET) proposed that the early admission quota should not exceed 20% of the total quota, and schools are not allowed to call more than this number.
All admission methods must be converted to a common scale. The admission score by early admission method must not be lower than the admission standard score of the 2025 high school graduation exam results.
Schools are still autonomous in their admission methods. However, with the option of considering transcripts, the Ministry requires the academic results of the entire 12th grade year, and must have a combined score of at least 3 subjects including compulsory math and literature.

Thus, if this regulation is passed, universities using the high school transcript admission method cannot announce admission scores before May as they do now.
Responding to Dan Tri reporter, Dr. Nguyen Tien Dung, Vice Principal of Hanoi University, said that the school always complies fully with the requirements of the Ministry of Education and Training in enrollment.
At the same time, the school's viewpoint is to stabilize the admission regulations to ensure good quality and will adjust accordingly when the Ministry of Education and Training has new requirements.
With Hanoi University's 2025 enrollment method, this unit plans to maintain 3 stable methods: Direct admission, early admission and considering high school graduation exam scores.
According to Dr. Dung, it is completely reasonable to not allow universities to announce early admissions before May 31 because that time is too early, and students do not yet know their high school graduation results.
With that view, every year the school has a policy of combined admission (also known as early admission) after candidates take the high school graduation exam so that they have another option besides considering high school graduation exam scores.
A leader at the Academy of Finance said that the above regulation has a positive point in that if the admission is conducted too early (before May), it will be unfair to candidates. Therefore, the Ministry's "tightening" of the time is appropriate.
Not exceeding 20% of the target: How to filter out virtual?
However, according to this leader, if the regulation of quota not exceeding 20% is applied, it will make it difficult for many universities.
According to him, the rate of fake applications at schools today is quite high because a student often submits early applications to many schools.
Therefore, many schools have to "call" a higher number of candidates to eliminate fake applications, some schools even have to call twice the number of candidates to "make up for the loss".

For example, at the Academy of Finance, the school calls about 80% of candidates. When officially recruiting, they leave about 50%, the remaining 30% is enough.
"A school has about 1,000 quotas, but to eliminate the virtual quota, the unit has to call about 1,200 students. After deducting the number of students who dropped out of the exam, only about 800 is enough," said this leader.
Regarding the regulation requiring early admission scores not to be lower than the Ministry's general admission score, the leader of the Academy of Finance said that if applied to the pedagogical and medical fields, it would be very suitable. He fully supported it because the pedagogical field affects many generations. If the admission score is low, the input quality will not be high, which will greatly affect the future.
But if this regulation is applied to all industries, this expert believes it is unreasonable, because each industry needs different requirements and different scores to meet certain input requirements, so equalizing them will not be appropriate.
Regarding the requirement to use the entire 12th grade score when considering transcripts, instead of using 3-5 semester scores as currently, some admissions experts highly appreciate it.
A representative of a major university in economics said that the draft has some positive points.
For example, it is completely appropriate to limit the early admission process to no longer than May. If the admission process is conducted before students have completed the 12th grade program, it will cause confusion and unfairness.
For this school, last year about 50% of the admission was early, mainly using the results of capacity assessment, not considering academic records.
However, if the Ministry of Education and Training changes, the school will transfer the enrollment quota from one form of admission to another without being affected.
