Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that he is seeking the director's opinion to issue a document regulating the school start and end times for students of all levels in the 2025-2026 school year in Ho Chi Minh City. Accordingly, it will be stipulated that schools are not allowed to let students leave school too early.
According to Mr. Minh, the regulation will be that students' morning school hours will not start before 7am and after 8am. Morning school hours will not end before 10:30am. Afternoon school hours will not end before 4:30pm.
The Chief of the Department of Education and Training said that currently, many primary, secondary and high schools in the city have inappropriate schedules for students. Among them, some schools let students finish school at 3:00 PM or 3:30 PM, causing difficulties and inconvenience for parents in picking up and dropping off their children.
Morning classes end no earlier than 10:30 a.m. Afternoon classes end no earlier than 4:30 p.m.
Previously, at the conference to give opinions on the general education plan of the Department of Education and Training of Ho Chi Minh City held on September 10, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training, requested that schools should be flexible when organizing 2 sessions/day. In particular, Saturday classes should not be organized to teach the 2018 general education program.
According to Mr. Nguyen Bao Quoc, schools need to ensure stability in students going to school. Specifically, what are the morning hours, noon hours and afternoon dismissal times so that parents can pick up and drop off their children in the most convenient and reasonable way. Currently, some principals believe that they have full authority to arrange the timetable and from there, leading to feedback such as: "5 periods in the morning, 2 periods in the afternoon and then go home" is not allowed.
Flexible arrangement of school dismissal time for session 1 and session 2 of the week effectively
The guidelines for organizing 2 sessions/day of the Department of Education and Training of Ho Chi Minh City clearly stipulate: Organizing session 1, session 2, the number of periods for session 1 and the number of periods for session 2 in a day and a week are flexibly arranged according to the prescribed duration, suitable and convenient for the implementation conditions of the school, students and parents.
Implementation forms: Organize diverse, rich, suitable and effective teaching forms (group study, self-study, club; combination in/out of class; direct, online or coordinated; coordination between school teachers and experts from social organizations, universities, businesses...). After determining teaching content, educational activities, duration, and implementation forms, school leaders develop appropriate plans:
Teaching plan, educational activities in session 1 : Arrange the number of session 1 in the total number of sessions/week to ensure enough periods/week of compulsory subjects and educational activities, electives, and specialized learning topics according to regulations in the General Education Program.
The teaching plan and educational activities in the second session are implemented from the budget, including: Consolidation for students to complete the learning content; review and tutor students whose learning results in the previous semester's final subject are not at the required level.
- Nurturing excellent students by subject. Reviewing for the 10th grade entrance exam, reviewing for the high school graduation exam. Professional activities are converted into teaching periods according to Circular 05/2025 of the Ministry of Education and Training. In particular, do not use the time for teaching and educational activities in the second session to teach the content of compulsory and optional subjects, educational activities, and study topics of the General Education Program as well as to test and evaluate students.
Teaching plan, educational activities in session 2 implement socialization: It is necessary to ensure voluntary participation of students, consent of parents and in accordance with the school's implementation conditions, with supporting documents.
