Mid-term review of the implementation of the Resolution of the 13th Provincial Women's Congress

During the past half term, the Executive Committee of the Provincial Women's Union has closely followed the leadership and direction of the Provincial Party Committee and the orientation of the Central Union, focused on innovation in leadership, direction and administration, and creativity in organizing and implementing emulation movements, campaigns, breakthroughs and key tasks, achieving many important results.

Notably, the work of propaganda, education , and mobilization of members and women to implement the Party's guidelines and policies, the State's laws and policies, and the regulations of the province and the Association has been given attention. The protection of the legitimate rights and interests of women and children, especially vulnerable women and children, has been given attention.

The emulation movement "Building a new-age Ninh Binh woman", the campaign "Building a family of 5 no's, 3 clean's", the model "Family of 5 yes's, 3 clean's" were seriously, consistently, flexibly implemented by the Women's Union at all levels, associated with studying and following Ho Chi Minh's ideology, morality, and style, achieving practical results. Through the emulation movement, the campaign has built and expanded the model "Family of 5 yes's, 3 clean's" at 57/85 Women's Union bases in advanced new rural communes; there are over 10,000 typical women models that have been commended and rewarded by all levels and sectors; 87% of female civil servants, public employees, and workers have achieved the title "Good at public work - Good at housework".

The programs "Millions of gifts to share love", "Godmother", "Building a loving home", helping poor women have an address have been implemented by the Women's Union at all levels, bringing practical benefits to women. 35,170 gifts worth 30 billion VND have been given away, 126 orphans have been sponsored; helping 7,552 women and children with disabilities improve their quality of life.

Activities to support women's economic empowerment have been implemented by the Union at all levels with many new and creative points. They have mobilized and supported the establishment of 28 new cooperatives and cooperative groups managed by women; exploited and managed over 3,736 billion VND for loans to members, and supported 764 women to start businesses.

The Association at all levels has also proactively innovated and diversified the forms of gathering and attracting members. During the first half of the term, 6,188 members were developed, reaching 88.4% of the term target; 94% of the Association's bases attracted over 80% of members.

Through the implementation of programs, tasks and emulation movements, many collectives and individuals have been commended by all levels and sectors. In particular, in 2022, the Provincial Women's Union was honored to receive the First Class Independence Medal from the President.

Speaking at the conference, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council commended and congratulated the results and achievements that the Association at all levels, cadres, members and women in the province have achieved in the past half term.

Pointing out the limitations and difficulties in the past time, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that in the coming time, the Standing Committee, the Executive Committee and all levels of the Association in the province focus on directing the good implementation of the tasks and basic solutions mentioned in the draft Interim Summary Report.

Focusing on key tasks and solutions such as: Continuing to thoroughly grasp and effectively implement the Party's guidelines and policies, the State's policies and laws, and documents of the Central and the province on women and the work of the Women's Union. Coordinating with relevant departments and branches to effectively implement the Notice of the Provincial Party Standing Committee at the Dialogue Conference with female cadres and members in 2023.

Organize and well implement Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party and directive documents of the Provincial Party Standing Committee on Party Congresses at all levels in the province. Advise the Party Committee on female cadres participating in the new Party Committee, strive for the proportion of female cadres participating in the new Party Committee to reach 15% or more and have female cadres in the Party Committee Standing Committee.

Promote the implementation of the Action Program of the Association from now until the end of the term, effectively carry out the tasks of the Association at all levels. Focus on new and difficult tasks, continue to invest in building models and typical examples of skillful mass mobilization of the Association at all levels.

The activities of the Association and the women's movement must contribute to creating social consensus, innovating and improving the effectiveness of mass mobilization work, actively participating in socio-economic development, site clearance, tourism development, building advanced new rural areas, model new rural areas, civilized urban areas, ensuring national defense and security and building a clean and strong political system from the province to the grassroots.

Review the targets and tasks in the Congress Resolution on the basis; have specific, appropriate and feasible solutions to strive to complete and exceed the targets and tasks set out by the Provincial Women's Congress. Pay attention to directing the completion of Women's Union cadres at all levels, regularly train and update knowledge, contribute to improving the professional qualifications of the Union cadres, especially at the grassroots level; take care to build increasingly strong grassroots organizations of the Union at all levels in the province.
