Soc Trang creates breakthroughs from strategic projects

Soc Trang province focuses on attracting investment in important, strategic projects such as transport infrastructure, seaports, industrial parks and clusters, supporting industrial projects, tourism, etc., to create breakthrough development momentum.

Realizing planning goals

On May 13, 2025, the Detailed Planning for the Development of Land and Water Ports of Soc Trang in the 2021-2030 Period, with a Vision to 2050, was approved by the Ministry of Construction , including the Ke Sach, Dai Ngai, Tran De wharf areas and buoy wharves, anchorage areas, transshipment areas, and storm shelters. The focus is on the offshore port of Tran De estuary.

According to the plan, by 2030, the offshore port of Tran De will have a scale of 2-4 general, container, and bulk cargo wharves, with a total length of 800-1,600 m; receiving general and container ships with a capacity of up to 100,000 tons, and bulk cargo ships with a capacity of up to 160,000 tons, meeting the need for goods throughput of 24.6-32.5 million tons. The onshore transit wharves at Tran De will be invested in, with a scale and progress suitable to the scale of investment in the offshore port of Tran De according to the plan to support port operations.

By 2050, Tran De offshore port will have about 14 wharves to meet the growing demand for goods.

The detailed planning for the development of land and seaport areas in Soc Trang has been approved as a basis for calling for investment in developing the seaport system. In particular, priority is given to attracting investment, building and developing Tran De port area to become a special seaport, according to Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045. Thereby, concretizing the approved planning goals of Soc Trang province for the period 2021 - 2030, with a vision to 2050.

The planning of Soc Trang province for the period 2021 - 2030, with a vision to 2050, identifies the province's development perspective as effectively exploiting the advantages of its important strategic coastal location and inter-regional transport infrastructure to build Soc Trang into the main gateway to the East Sea of ​​the Mekong Delta; a regional hub for agriculture, industry, services, and logistics with a focus on the offshore seaport of Tran De estuary.

Development goal by 2030, Soc Trang is one of the fairly developed provinces in the Mekong Delta; industry, trade, services developed; modern and sustainable agriculture; formation of offshore seaports at Tran De estuary; synchronous and gradually modern infrastructure system; urban system developed in a green, smart, sustainable direction; with enough capacity to adapt to climate change...

In order to realize the planning goal, one of the three development breakthroughs of Soc Trang province is identified as mobilizing, using effectively and economically all resources, prioritizing investment in building a strategic and widespread infrastructure system, focusing on traffic infrastructure (expressways, East-West and North-South routes), seaports; infrastructure of coastal economic zones, industrial parks, industrial clusters, urban areas, information technology, and digital transformation.

Soc Trang focuses on implementing development plans, associated with three economic pillars, including processing industry, agriculture - fisheries, services - tourism and exploiting other potential economic sectors, such as energy, seaports, logistics, urban areas, digital transformation...

Prioritize investment in projects with spillover effects

To effectively implement the Soc Trang Provincial Planning for the period 2021 - 2030, with a vision to 2025, in February 2025, the People's Committee of Soc Trang province issued a decision to issue a plan to implement the provincial planning.

One of the important requirements set out in the plan is to mobilize and effectively use resources; promote the leading role of public investment to activate, mobilize, and attract all social resources; create a breakthrough in attracting investment to develop and perfect synchronous and modern infrastructure, ensuring overall connectivity.

At the same time, the plan also allocates investment resources with focus and key points, in accordance with the ability to mobilize capital; promptly puts projects into use, ensures effective use of investment capital; fights negativity, corruption and waste.

Regarding public investment projects, Soc Trang province gives the highest priority to completing and accelerating infrastructure projects with great spillover and inter-regional connectivity, especially strategic transport infrastructure projects (Tran De port; North-South economic corridor, including National Highway 1, Quan Lo - Phung Hiep road, National Highway 91B, coastal route connecting Soc Trang - Bac Lieu, National Highway 60 connecting Soc Trang - Tra Vinh; Dai Ngai bridge; East-West economic corridor connecting Soc Trang with the western provinces of the Mekong Delta); infrastructure for healthcare, education, culture, sports, social security, science, technology and innovation; infrastructure for information, communication, digital transformation; power grid infrastructure; urban technical infrastructure in dynamic areas identified in the provincial planning to attract investment capital, ensuring a reasonable and effective investment structure.

For investment projects using other capital sources, Soc Trang province prioritizes investment in completing infrastructure on the basis of infrastructure works that have been and are being invested in, led by public investment projects, maximizing the efficiency of invested infrastructure works; focusing on attracting investment in projects that promote the potential and strengths of the province; especially strategic projects, creating breakthrough development momentum, such as Tran De port, expressway...

The sectors and fields that Soc Trang prioritizes to attract investment include: processing industry; sectors and fields attracting investment in industrial parks and industrial clusters; renewable energy, high-tech agricultural, forestry and fishery zones; commercial infrastructure; logistics services; eco-tourism, agricultural and rural tourism.

To ensure the implementation of the investment attraction plan for development, Soc Trang has increased the mobilization of investment capital in the form of public-private partnership (PPP); completed the set of investment criteria to maximize the advantages of the locality; researched and built a list of infrastructure investment projects in the form of PPP for each phase to attract investors. This is considered a breakthrough solution to complete the physical facilities and infrastructure to carry out the key task of renewing the growth model and restructuring the socio-economic sectors set out in the provincial planning.

In addition, the province will effectively implement policies to encourage, favor and support investment; focus resources on investing in essential infrastructure in industrial parks, clusters, tourist areas... according to approved planning. The province will also prepare the best, create the most favorable conditions to attract investors to the locality, such as preparing locations, coordinating the implementation of compensation and site clearance, resettlement, human resource training...
