Early investment in upgrading National Highway 55

In recent years, the Ministry of Construction and the Vietnam Road Administration have spent annual funds to repair a 45 km section of National Highway 55 (section Km 52+640 - Km 97+692) from the beginning of Son My commune to National Highway 1A in Ham Tan commune, facilitating traffic on this vital route.

As scheduled, in the past few months, the section of National Highway 55 passing through the villages of Ha Lang, Thang Hai, Bau Gieng, villages 2, 3, 4 of Son My commune, Phuoc Hoi ward, La Gi, Ham Tan commune has been repaired again. A representative of the Department of Construction said: "In the immediate future, to ensure safe operation conditions and increase the traffic capacity of vehicles on National Highway 55, the Department of Construction has organized repairs, reinforced curbs, repaired bridges to widen the traffic section at sharp curves, and paved the asphalt concrete layer to create smooth, convenient, and safe traffic; at the same time, repaired, supplemented, and completed the traffic safety system. The upgrading of National Highway 55 is expected to be completed in October this year."

According to the approved road network planning for the period 2021 - 2030, with a vision to 2050, National Highway 55 through Lam Dong province is about 290 km long, with a scale of level III, 2 - 4 lanes. The current status of the section from Km 97+692 - Km 205+140 (107.5 km long) has been invested with a scale of level III, 2 lanes; the section from Km 52+640 - Km 97+692 (45 km long) has a scale of level IV, 2 lanes. According to vehicle counting data and transport demand forecast results, by 2032, traffic volume on National Highway 55 will be about 11,460 PCU/day and night, while the current scale of 2 lanes can only meet the transport demand of about 11,000 PCU, leading to overload in 2032.

Therefore, it is necessary to invest in upgrading and renovating National Highway 55 through Lam Dong province soon, especially the section from Km 52+640 (bordering Ho Chi Minh City) to Km 101+926 (intersection with the North-South expressway in the East, Phan Thiet - Dau Giay section) to minimize traffic congestion, traffic accidents and promote the effectiveness of investment in the North-South expressway in the East, Phan Thiet - Dau Giay section. Due to the importance of the route, the Ministry of Transport (old) previously invested in upgrading and completing many sections of the route to level III scale, with 2 lanes.

The section from Km 52+640 to Km 97+692 (from the border of Ho Chi Minh City to National Highway 1A, Lam Dong) with a length of 45 km was approved by the Ministry of Transport (old) for investment project in Decision No. 1991/QD-BGTVT dated July 15, 2010 and was agreed by the Government and relevant ministries to invest in the period 2010 - 2015. However, the project was suspended and delayed according to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government on key solutions focusing on curbing inflation, stabilizing the macro-economy, and ensuring social security. On the other hand, due to difficulties in capital sources in the medium-term plan for the period 2016 - 2020 and the period 2021 - 2025, the project has not been able to balance the capital sources for implementation.

To ensure traffic safety on National Highway 55, in accordance with the approved planning, upon the previous request of the Provincial People's Committee, the Ministry of Construction assigned Project Management Board 85 to prepare a report proposing the investment policy for the project to Upgrade and renovate National Highway 55, section Km 52+640 - Km 101+926 (Lam Dong province) with a length of about 49 km, scale of grade III road, 4 lanes, preliminary total investment of about 2,291 billion VND to be expected to invest in the medium-term public investment plan for the period 2026 - 2030.

Upgrading this vital route has long been the desire of many people in Son My, Ham Tan and Tan Lap communes, contributing to ensuring traffic safety and developing the local socio-economy after the merger.

National Highway 55 is a horizontal axis connecting National Highway 51 to National Highway 1A, the North-South Expressway in the East and National Highway 20, Lam Dong province; in addition, National Highway 55 connects the Southeast region with the South Central and Central Highlands regions. This route through Lam Dong plays an important role in protecting the maritime border, national defense and security of the South Central and Southeast regions; as well as an important mobility route connecting the coastal plains with the Central Highlands border region.
