Considered to be a project that plays a very important role in the socio-economic development and national defense and security of the central area of ​​Quang Nam province, the project to complete Hung Vuong Street, Tam Ky City has just received widespread feedback.

Urgent project

Mr. Nguyen Van Thuong - Director of the Provincial Traffic Construction Investment Project Management Board informed that Hung Vuong road was built in 1997.

Up to now, the traffic volume on Hung Vuong Street is large, the road surface is degraded, making it difficult to travel. The sidewalk system, trees, and technical infrastructure are damaged and degraded in many sections, causing loss of urban beauty.

The road's rainwater drainage system is degraded, the built stone ditches are damaged, filled up, and the aperture does not ensure drainage, so it is often flooded during the rainy season, causing environmental pollution and affecting social security.

“Investing in the route is necessary to complete the traffic infrastructure, serve convenient travel for people, create urban landscape, contribute to promoting socio-economic development of Tam Ky in particular and Quang Nam in general” - Mr. Thuong said.

Mr. Pham Tan Cong - Deputy Director of Traffic Construction Consulting Joint Stock Company 5 (TECCO 5), representative of the consulting consortium, said that the project will be implemented with a total length of 5.634km, cross-section of 40m, and is one of the key projects of Tam Ky City.

With a total investment of up to 450 billion VND from the provincial budget, the project will complete the entire route, including the drainage system, sidewalks, trees and other ancillary works.

The project will apply modern construction technologies, ensuring the quality of the project and its longevity. The consulting unit also said that the project design process is carefully calculated, ensuring harmony with the urban landscape and meeting technical standards. The project is expected to be completed in 2027.

Notes from experts

At the conference to comment and criticize the project, Associate Professor, Dr. Nguyen Chi Cong (from Da Nang University of Technology) disagreed with many contents in the feasibility study report.

Participating in many research projects related to solutions to prevent flooding in Tam Ky city, Associate Professor, Dr. Nguyen Chi Cong said that the drainage system has many sections built with rubble, connected by mortar, has a short lifespan and many sections have collapsed. Therefore, the plan to keep a section of underground sewer will not completely solve the problem of drainage and flood prevention for Hung Vuong street.

“During the research, I discovered that many manholes were no longer functional, and some sections of the sewer had collapsed. The entire system had to be re-concreted because the old sewer had outlived its usefulness. At the end of the route, the sewer was smaller than the beginning, creating a bottleneck.

Hung Vuong Street also has many black spots of flooding, so there should be solutions to overcome collisions at these black spots, and they must be resolved synchronously. Regarding trees, it is necessary to calculate to overcome the collision with the underground space below of some large trees, avoiding waste when the characteristics of the Central region often face storms" - Associate Professor, Dr. Nguyen Chi Cong mentioned.

A notable opinion at the rebuttal conference was raised by Mr. Hoang Van Su - former Deputy Director of the Department of Construction, related to the static traffic system on the route.

As the person who proposed naming the street Hung Vuong, creating a huge reserve of land in the median strip to serve the current development goals, Mr. Hoang Van Su expressed his agreement and strong support for this project. Mr. Su said that the feasibility study report had a weakness in not mentioning the static traffic system.

“I noticed that the report did not mention parking lots. If we do not take static traffic into account, after cutting the median strip to widen the lane, the newly opened third lane will become a place for cars to park, and non-motorized vehicles will have to move to the middle lane. This will nullify the 450 billion spent to widen Hung Vuong Street, a typical example of unsustainable development.

I do not agree with the road section as proposed by the consultant. The current static traffic standard is 2m2 /person on the street frontage, but currently the whole route does not have any square meter for parking. The solution may increase the cost, but we must consider building parking bays close to the sidewalk, meeting sustainability in the future" - Mr. Hoang Van Su said.

In addition to paying attention to the static traffic system, Mr. Hoang Van Su also suggested paying close attention to the current intersection of Hung Vuong Street and Thanh Hoa Street. This is the intersection connecting Chu Lai Open Economic Zone and the highway, the traffic density will be very high in the future, so reserves must be made for organizing a three-way intersection when necessary.

Regarding landscape architecture, Mr. Su suggested dividing the streets into many sections to create characteristic streets, for example, purple-flowered streets, royal poinciana streets, etc. The median strip in the middle should be planted with flower carpets instead of bushes and large trees that can obscure the view, potentially causing accidents.

Competition for ideas at intersections

Mr. Le Van Sinh - Chairman of Nui Thanh District People's Committee, former Director of the Department of Transport also expressed many dedicated opinions on expertise related to the feasibility report of the consulting consortium.

“The process of designing construction drawings must carefully calculate the structure of the foundation, road surface, and drainage system. In particular, the Hung Vuong - Le Duan intersection, according to the planning, is a crossroads intersection, the eastern branch has been built along Le Duan axis, the western branch has a project but there are no investment conditions. At this location, it must be designed in the form of a crossroads intersection, ensuring the connection according to the planning" - Mr. Sinh said.

Noting that the investor must conduct an environmental impact assessment because the project has a huge impact on the entire city, Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh requested to properly assess the stature, location, and significance of Hung Vuong Street for the development of Tam Ky City, solving immediate and long-term problems.

“During the implementation process, it is necessary to integrate with the Tam Ky urban flood prevention project to ensure the goal of contributing to solving the local flooding situation. Regarding the underground infrastructure system, it is necessary to pay attention to ensure that there is no digging up and filling up many times, collecting to save space and avoid conflicts with trees.

In particular, it is necessary to recalculate the architectural design plan for the four major intersections between Hung Vuong Street and Phan Boi Chau, Tran Quy Cap, Nguyen Tat Thanh and Ton Duc Thang Streets. It is necessary to organize a competition for architectural ideas, identifying them as urban highlights that are coherent, connected, and convey the traditions of Quang Nam through symbols" - Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh mentioned.
