Currently, the Hue Monuments Conservation Center is assigned to manage 43 relic sites with many relics; most of which are relics belonging to the Hue Monuments Complex, which has been recognized by UNESCO as a World Cultural Heritage, and national relics. Among them, there are many wooden architectural works, works in a state of serious degradation that have not been restored... so the risk of being affected by natural disasters is very high.
These days, the forces of the Hue Monuments Conservation Center are carrying out the work of bracing and protecting the monuments before the rainy and stormy season. In parallel, the work of pruning trees at the monuments has also been deployed early to ensure the safety of the construction as well as visitors.
According to the reporter's records, the forces of the Environmental Landscape Department - Hue Monuments Conservation Center are focusing on pruning trees in the Hue Imperial City area, handling trees at risk of falling and affecting the relics as well as organizing solutions to protect ancient trees and perennial ornamental plants.
Mr. Le Trung Hieu, Head of the Environmental Landscape Department, said that the tree trimming work before the rainy season has been implemented early at the relic sites managed by the Hue Monuments Conservation Center. Up to now, this work has been completed at relic sites such as Gia Long Tomb, Minh Mang Tomb, Tu Duc Tomb, etc. and is currently continuing in the Imperial Citadel area - where there is a large landscape tree system.
“The tree trimming work must ensure both the safety of the relic site and the safety of visitors, so our team carries it out in a rolling manner, prioritizing distant relic sites first to concentrate human resources on the central area of the Imperial Citadel,” said Mr. Le Trung Hieu.
The Hue Monuments Complex with hundreds of structures at many relic sites distributed in many areas from the center to the suburbs, the farthest point is up to more than 20km, some points are difficult to move during storms. In particular, relics along the Perfume River are at risk of being affected by natural disasters such as: Phu Van Lau, Nghinh Luong Dinh, Hon Chen Palace, Thieu Tri Tomb, Minh Mang Tomb, Gia Long Tomb; along with that are wooden architectural relics such as Long An Palace, Quoc Tu Giam...; or relic sites where residents live in makeshift houses, not ensuring safety during the stormy season (subject to relocation but not yet moved).
Mr. Le Cong Son, Deputy Director of the Hue Monuments Conservation Center, informed: The Center's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue has developed an annual plan to deploy response solutions. Since June, the unit has reviewed and re-evaluated the status of high-risk relics and structures such as those along the Huong River and near the mountains. Implemented measures such as bracing, termite treatment, and tree pruning to ensure the safety of the relics. Prepared necessary forces, means, and equipment to respond promptly when natural disasters occur. The viewpoint is to minimize damage to the relics, while quickly restoring the landscape and environment to serve visitors.
Along with that, the Center also deployed solutions to protect the safety of the relic's assets, including the system of documents, equipment, artifacts, antiques, etc. Nearly 100% of the forces of the Protection Management Department and the Environmental Landscape Department were assigned to be on duty regularly during storms and floods; other units also assigned personnel on duty. There are more than 20 relic sites managed by the Hue Monuments Conservation Center with security forces, regularly connecting and promptly informing the center's leaders and local authorities when there are complicated developments of natural disasters. The Center also requires the Project Management Board and the construction units of relic restoration projects to have solutions to ensure the safety of the construction site as well as the current status of the relic and people, the surrounding environment during storms and rains. The unit also has a written notice to the local authorities about the situation of some households living in the relic area so that the authorities can coordinate and support the evacuation when there are natural disasters.
“With the motto of “4 on-site”, especially human resources and on-site means, before each rainy and stormy season, we have organized training for the forces on duty at the relic sites. At the same time, we have built rescue plans in case of bad situations”, said Mr. Le Cong Son. Up to now, many wooden architectural relics and relics at risk in the Hue heritage site have been braced and solutions have been organized to ensure safety during the rainy and stormy season.
At the Dien Tho Palace relic (Hue Imperial City), many structures have been braced with fixed steel wires, and ancient trees have also been supported. Or at the The Mieu relic, Hien Lam Cac relic, the tallest structure in the Imperial City has been braced early. According to Mr. Tran Dinh Than, Head of the Protection Management Department (Hue Monuments Conservation Center), response work will be deployed depending on weather developments to ensure safety at the relics. This year, storms appeared quite early, so the unit has proactively completed the braced work at the relics, from the Imperial City area to the outside relic sites such as Luong Dinh, Phu Van Lau and at the tombs, palaces...
The Hoa Khiem, Minh Khiem Duong, and On Khiem Duong palaces at Tu Duc tomb are being restored, and the construction unit has also developed a plan to ensure safety during the rainy and stormy season. At relics at risk of being affected by landslides such as Hue Nam palace (Hon Chen palace), Co Thanh tomb, etc., the Center has implemented urgent solutions to minimize the impact on the relics.
Not only ensuring the safety of architectural works and landscapes in the relic area, the Center also has plans to ensure the safety of staff at the relics, protecting the system of more than 11,000 artifacts and antiques that the unit is preserving and promoting their value.
