The water level of Ngan Pho River rose rapidly, causing the entire area of Huong Son, Son Giang, Son Tay communes... to be submerged in floodwaters. In Quang Diem commune (old), now Son Giang commune, the flood water is more than 2 meters high in many places. La River water level through Duc Tho commune is close to the North-South railway bridge. The fishing village outside La Giang dike, in Tien Phong village, Duc Thinh commune, was designed and built to avoid flooding, but on the morning of September 30, the water rose high, in many places it was more than 2 meters deep, reaching the second floor where households lived. A cow swept away by floodwaters was successfully salvaged by the people of Son Kim 1 commune and is being notified to be returned to its owner. In Duc Minh commune, amid rising floodwaters, an old woman in Yen My village died due to old age but could not be buried. Duc Minh commune police used boats and forces to transport the old woman's body out of the flooded area for cremation. Specifically, at 8:00 a.m. on September 30, at Km475+050 National Highway 1A, passing through Bac Hong Linh ward, Ha Tinh province, the water level was about 1 meter, even over 1.5 meters in some places. The deep flooding was due to the rapid flow of water from the upstream of Lam River during the night. The authorities had barricaded both ends, prohibiting people and vehicles from passing to ensure safety. People move vehicles to high places to ensure safety during floods. Police forces are always on duty 24/7 at flooded areas to support people when needed. Son Tay Commune Police force waded through the flood to evacuate property and people in the flooded area to safe shelters. On deeply flooded roads, the Commune Police force has put up warning signs, prohibiting traffic, and assigned officers to be on duty 24/7 to prevent people from passing through. In areas where floodwaters have just receded, especially at schools and offices, the police force has quickly supported post-flood cleanup to ensure that learning and work at agencies and schools are not interrupted.
