Strengthening personnel for Tri An commune to clear land for national key energy project

(DN) - On September 9, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha had a working session with Vietnam Electricity Group (EVN) and related units on compensation and site clearance for the Tri An Hydropower Plant Expansion Project in Tri An commune, Dong Nai province.

Mr. Pham Hong Phuong, Deputy General Director of EVN said: This is an important national project, a key project in the energy sector. When completed, the project will add about 113 million kWh of electricity per year to the system, contributing to improving the ability to mobilize capacity for the Southern region. In addition, the project also helps reduce electricity production costs, maximize the use of wastewater, limit CO₂ emissions and extend the equipment life of the existing plant.

However, the site clearance work is still facing many difficulties and obstacles, affecting the construction progress. Specifically, the Hieu Liem bridge project has started construction since the end of 2024, but up to now, there is still no construction site for the approach roads at both ends of the bridge, which is at risk of delaying the completion progress and directly affecting the plan for transporting materials and equipment for the main construction project.

The Tri An Hydropower Plant expansion started construction on August 19, 2025, but the investor has only been handed over nearly 21/92 hectares of land (about 23%). The second batch of land allocation and lease application has been submitted but is still awaiting resolution.

Based on the above reality, EVN recommends that the Provincial People's Committee direct the People's Committee of Tri An commune to mobilize households cultivating on public land to agree to hand over the land. In case of non-compliance, coercive measures will be considered according to regulations. At the same time, the locality needs to urgently determine the origin of the land, develop and approve compensation, support and resettlement plans to pay and hand over the land for the project, especially the land for the road section at both ends of Hieu Liem bridge which is urgently needed.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha said: In the past, the commune level was quite confused in implementing compensation and site clearance work according to the newly decentralized tasks. Therefore, the provincial leaders requested the Provincial Land Fund Development Center to send 2 specialized officers to support the People's Committee of Tri An commune; at the same time, the Department of Agriculture and Environment sent 1 leader to monitor and support the locality in implementing compensation and site clearance work for the national key project in the energy sector.

The provincial leaders requested the People's Committee of Tri An commune to establish a team to confirm the land origin based on reality to ensure the rights of the people in land acquisition. Mobilize the people to agree on the policy of handing over the site. Approve compensation and support plans before September 20.

The Tri An Hydropower Plant Expansion Project, invested by EVN, has a total investment capital of nearly 4 trillion VND and is expected to be completed by the end of 2027. The project is being implemented near the existing Tri An Hydropower Plant. This is currently the largest hydropower plant in the South.

This hydroelectric plant has been in operation since 1991, consisting of 4 units, total capacity of 400 MW; average electricity output of about 1.76 billion kWh/year. This is a strategic hydroelectric project, both generating electricity and participating in flood regulation, supplying water for daily life and production for the downstream area.
