Increase coverage of social insurance and health insurance policies quickly and sustainably

On July 21, comrade Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, worked with the Ho Chi Minh City Social Insurance and a number of related departments and branches to listen to reports and recommendations on solutions to implement social insurance and health insurance policies in Ho Chi Minh City.

Previously, on July 9, Social Insurance Region XXVII announced the continuation of the policy of supporting health insurance and voluntary social insurance contributions for subjects supported by local budgets in the new Ho Chi Minh City. The implementation is based on previous resolutions of the People's Councils of the two old provinces: Binh Duong and Ba Ria - Vung Tau on supporting health insurance contributions for students, near-poor people, people aged 65 and over, security forces, and subjects participating in voluntary social insurance. Social Insurance Region XXVII reported to the Ho Chi Minh City People's Committee on continuing to maintain the above policies to ensure the rights of the people.

These supports will be maintained until the end of the old resolution or until a new resolution replaces it. Therefore, the medical examination and treatment benefits of people in the above-mentioned groups will still be supported to ensure continued implementation from July 1, 2025 .

After listening to the report and proposal from the HCM City Social Insurance and opinions from the Department of Health, the Department of Education and Training and related units, comrade Nguyen Phuoc Loc basically agreed with the content of the proposal. He emphasized that the implementation of social insurance and health insurance policies is considered one of the important and regular political tasks of the Party Committee and the entire city's political system.

Regarding the proposals of the HCM City Social Insurance, comrade Nguyen Phuoc Loc suggested that the Social Insurance closely coordinate with departments and branches to continue reporting to the Standing Committee of the HCM City Party Committee.

He also assigned the Department of Home Affairs to preside over and coordinate with the HCM City Social Insurance to develop a report to submit to the HCM City Party Committee and People's Committee for consideration and approval by the Standing Committee of the City Party Committee, from which the HCM City People's Council will issue specific resolutions.

He noted that increasing the coverage of social insurance and health insurance comes from two perspectives: the State's support mechanism and the participation mechanism of the people and society. In which, social support includes the role of the Fatherland Front, mass organizations...

Regarding propaganda work, comrade Nguyen Phuoc Loc suggested not only focusing on the Chinese community, but also expanding to all ethnic minorities living in Ho Chi Minh City; so that all people can access, understand correctly and enjoy this humane policy. It is necessary to emphasize the profound humanitarian value, participating in insurance is a practical way to prevent risks, ensure old-age security, and take care of health for yourself and your family.

From that reality, comrade Nguyen Phuoc Loc emphasized that investing in social policies is investing in development, is the foundation to improve the quality of human resources, care for future generations, for the sustainable development of the city. He suggested that the Social Insurance should clearly include these viewpoints in the report, integrate social insurance and health insurance policies with other policies; when implementing, ensure 3 policies: policies on meritorious people, social security and social assistance.

Concluding the working session, comrade Nguyen Phuoc Loc requested the units to urgently prepare the content to submit to the Standing Committee of the City Party Committee as soon as possible, ensuring progress to promptly include social policy contents in the People's Council meeting at the end of 2025.

At the meeting, Director of Ho Chi Minh City Social Insurance Lo Quan Hiep reported and proposed the Standing Committee of Ho Chi Minh City Party Committee to approve and give policies on 6 contents:

- Include the target of social insurance and health insurance coverage rate into the annual socio-economic development targets and tasks and the Resolution of Party Congresses at all levels;

- Directing the provision of data on subjects supported by the state budget to develop subjects participating in health insurance;

- Develop policies to support health insurance and unemployment insurance payments for target groups;

- Leaders coordinate propaganda and mobilization to participate in family health insurance and unemployment insurance in the Chinese community;

- To propose a resolution to the People's Council to support voluntary social insurance contributions for: people aged 40 to 60, with an additional support level of 20% in addition to the Central Government's support level of 20% to receive a pension after participating for 15 years, and to be granted a health insurance card with a benefit level of 95%;

- Leaders increase the rate of university and college students in Ho Chi Minh City participating in health insurance.
