Increasing monitoring after quality assessment of higher education institutions

GD&TĐ - Increasing post-accreditation supervision and making the process transparent are new points in the draft regulations on quality accreditation of higher education institutions.

The Ministry of Education and Training has announced a draft Circular to replace Circular No. 12/2017/TT-BGDDT on quality assessment of higher education institutions. The draft has important adjustments to update international standards, reduce administrative burdens for schools and promote a culture of genuine quality assurance.

Commenting on some important adjustments in the draft Circular, Associate Professor, Dr. Tran Trung Kien - Head of Quality Management Department, Hanoi University of Science and Technology - said: The draft reduces the number of standards and criteria but requires deeper evidence and quality improvement, clearer comparison work, including KPI indicators to evaluate effectiveness, enhancing digital transformation, and clear transition regulations. The draft also increases post-inspection supervision and transparency of the process.

Identifying some limitations in the work of assessing the quality of higher education , Associate Professor, Dr. Tran Trung Kien said that currently the capacity and awareness of staff, lecturers and learners are not uniform, leading to self-assessment reports lacking depth and not reflecting the reality.

Although there is a system of legal documents in operation, there is a lack of clear sanctions to deal with establishments that do not seriously carry out inspections; there is a lack of monitoring and supervision of post-inspection recommendations. Inspection organizations also do not have clear responsibilities in monitoring post-inspection improvements.

The draft Circular contributes to overcoming many of the above limitations. Specifically, according to Associate Professor, Dr. Tran Trung Kien, the draft stipulates improvement reports, monitoring after 12-24 months for weak facilities, increasing post-accreditation supervision. Encourage and support educational institutions to develop internal quality assurance systems, towards self-assessment and taking internal quality assurance as the main focus. Expand to internationally recognized organizations, increase flexibility and healthy competition.

The draft Circular also changes the assessment method (pass/fail/conditional pass), allowing for a transition period, through which the improvement process of the educational institution is monitored towards “pass”. This makes the recognition process more rigorous. Requiring data updates into the accreditation management software helps increase transparency and publicity.
